29/04/09:MARATHON MEETING WITH PGMT PUNE: In a very positive development today, the leaders of the united forum met with Shri. V. K .Mahendra, PGMT, Pune, and Shri. M. B. Patel, G.M. (admin) at 2.45 pm, in his chambers at new admin bldg, Pune. The meeting was held under the banner of united forum was represented by the Dist President Com. S. P. Sonawane , Com. Vivek Wankhede, Dist Sec of SNEA (I) and Com. V.R. Deshpande, Dist Sec and Com. C.M. Saste Org. Sec represented AIBSNLEA. The marathon meeting lasted for more than 3 hours. The leaders discussed in length and breadth over the issue of rural/ urban transfers and all other issues including rotational transfers, developmental activities, PMC permissions, target achievement etc.

All the transfer order of JTO’s issued from urban to rural will be held up till this week end. The united forum leaders pleaded the view point of posting the executives to rural who have not gone once in their life time and stressed to avoid the re-rotation. The demand for justification was also put forth on the basis of number of lines, so that excess/short posting are avoided and fair justice is given all the executives in terms of workload.

The issue of rural/ urban transfers will be discussed next week with concrete proposals. We appreciate the positive attitude and sensitivity shown by both the officer in resolving the issues.


29/04/09:FAREWEL TO SHRI. RAJSHEKHAR CAO: The cooperative and the efficient Chief Accounts Officer Shri. Rajshekhar were relieved today on transfer to Bangalore. He has been instrumental in organising the telephone adalats and made very good efforts in recovery of pending dues for Pune SSA. With a very positive attitude and good coordination with the technical staff, he has set an good example for the entire accounts community to follow. On behalf of our association we convey our best wishes in his future assignments.


29/04/09:DPC for Adhoc STS declared: The corporate office today notification for additional vacancies for adhoc STS. The executives covered will be from seniority no-14002 to 15350 for OC and SC category and from 24458 to 27650 for ST category. The CR should reach the corporate office by 15th July 09. 29/04/09:Pay fixation done: The DS along with District President met the Shri. Bhange, CAO, who informed us that the pay fixation of 51 executives was done as per the revised guidelines issued by corporate office, whose pay anomaly was due to increment date falling in the month of January. All these executives are requested to collect their pay fixation memos after 2-3 days form the admin section. Any discrepancy should be bought to the notice of the accounts officer.

The effect will be given from next month’s salary and arrears will be paid soon.This will give much relief to our executives who are recruited after 2001.

Lakhs of Engineers queued up for jobs as JTOs in BSNL: Lakhs of Engineers apply for the less than 4000 post of JTOs in BSNL. Tens of thousands of Engineers including those working in multinational IT companies are also attracted to the lowest Executive post in BSNL. According to the information from different Circles the number of applicants are more than three times that of last year. In AP Circle alone more than 60,000 Engineers applied against 20,500 last time. When multinational companies are going for wage cut upto 25% due to recession, a new JTO in BSNL, one of largest CPSU in India will get a starting emolument of about Rs. 25,000/- even in unclassified and rural areas. 27/04/09:District Executive Body Meeting held: The Executive body meeting held today endorsed stand of the Association and expressed the satisfaction over the strong trade union activities and bringing the awareness among the common members. After a long deliberations and fruitful discussions, it was decided to carry out a trade union action programme. The DS will issue a detailed action programme within 2 days. It is appeal to all the comrades to get in action for the agitation programme to get justice for our legitimate demands,since no fruitful negotiations were held with the administration.


25/04/09:District Executive Body Meeting:The Executive Body meeting will be held on Monday, 27/04/2009 at Conference Hall, New Admin Bldg, Satara Rd, Pune, at 5.30 Pm. All the JTO’s who are due for transfer from rural to urban will also attend the meeting.


24/04/09:Zonal meeting of Chinchwad area: The zonal body meeting of Chinchwad area was held today at the RTTC, Pune at 5.30 Pm. The area secretary Chinchwad Com. B. S. Sonawane organised the meeting. Com. S.P. Sonawane, Dist. President, in his inaugural speech, explained the comrades about the recent association activities, about the recent trade union notice issued. The DS elaborated the complete issue of the trade union notice and explained the members about the cause and need to rise on the occasion. The role of management to divert the attention of the executives from the development activities and adopt the unjustified transfers by using of divide and rule policy.  The complete hall was convinced and ratified the justified stand taken by the association. The house was very much anxious to know about the ITS absorption issue, to which the DS explained in details. The members present were our Ex DS Com. B. K. Walkoli, now Divisional Engineer Chinchwad, the stalwarts from Chinchwad area Com. N.A.kokane, Com. S.B.Gupta, our active CEC member Com. N.B.Jagtap, and many others. From RTTC, Pune, our strong SNEA pillars, who are always actively involved in association activities, Com. D.D.Shinde, Com. D.V.Joshi, Com. Yennawar, Com.S.A.Jadhav, and our strong supporter from data network Com.Patil were present for the meeting. District treasurer Com. P.K. Dudhal and Com. R.Y.Thorat, Vice President were also present for the meeting. The members form Chinchwad area, RTTC, Data network and IT circle were present for the meeting. The members rejected the idea of formation of   separate branch at RTTC.  The area secretary Chinchwad thanked all the members for attending and the meeting was concluded. We thank all the participants for the positive feedback given and making the meeting a grand success.

21/04/09:SAD NEWS: BSNL Pune deeply mourns the sad demise of Shri. D.C.Mandal, DGM (Admin), Pune, who expired today morning due to massive heart attack. We pray almighty to give strength and courage to bereaved family members of Shri. D.C.Mandal, in this hour of crisis. May his departed soul rest in peace.

19/04/09:CHQ NEWS:

CWC NOTIFIED:Central Working Committee meeting of SNEA (India) will be held at Shillong on 26 and 27th of June 2009. All the participants of the CWC must reach Guwahati  (Assam) on 25th where the host circle has made necessary arrangements for transportation by Govt Tourism Buses to Shillong.

Meeting with DIR(HRD), BSNL.

GS, SNEA & AIBSNLEA along with other office bearers met DIR(HRD) and discussed

a)        Non finalization of R/R for STS equivalent and above (Group A R/R):- We strongly protested against the non finalization of the R/R in the Board meeting held yesterday even though it was placed before it two months back on 26/02/2009. If the Management was serious on the matter, it would have definitely cleared in this Board meeting. We clearly told the Management that further delay is not acceptable to us as the agreement was reached almost one year back on this issue and the entire Executives are waiting for almost nine years of formation of BSNL for this R/R for their regular promotion. We also made it clear that we will not accept any proposal in the name of BCG on the already agreed HR issues. DIR(HRD) informed that the Govt. nominees in the Board made some suggestions and sought some more details which has to be further discussed in the Board meeting. He assured that the R/R will be finalized in the next Board meeting itself as assured to us and he will take full efforts for the same. Since CMD, BSNL was out of station we could not meet him on this serious development.

b)        Implementation of additional DA of 9.4% for fixation of pay as per the DPE order dated 02-04-2009: We strongly pleaded for the implementation of the Govt. decision taken on the IDA for pay fixation w.e.f 01-01-2007 based on the recommendations of Group of Ministers (The GoM formed after the strike by the Oil Sector Officers Association). For pay fixation DA has to be taken as 78.2% instead of 68.8% as per the revised order. DIR(HRD) informed that the profit of BSNL also has to be taken into account as it is having financial implications. Since it is a Govt. decision applicable to all CPSUs for pay fixation, BSNL is having no other option, but to implement the same, we informed the Management.

We will chalk out our future course of action on both the issues after meeting CMD also in this regard.

 c)         Transfer and postings in the cadre of SDE/DE etc. The pending request transfer cases in different cadres also discussed and the personnel section is issuing a consolidated list of transfer orders.


18/04/09:NOW THE STRUGGLE ON UNITED FORUM PLATFORM: In a significant move today, the DS of AIBSNLEA, called upon to DS SNEAI and extended the support on the struggle of legitimate and justified demands of the executives. He is submitting the letter to the admin on Monday. Now, comrades this is the joint struggle of the both the executives association and will be fought on the united forum platform. We sincerely thank to the leaders of AIBSNLEA, who took this historic decision in their executive body meeting, held yesterday. Now nobody can stop the executives unity in settling the issues, as demanded.

Zonal body meeting of Central area held:The zonal body meeting of central areawas held yesterday in conference hall at new admin bldg, Satara road, at 5.30 pm. Com. N. P. Kulkarni, area secretary (central), organised the meeting in an air-conditioned hall. The President and DS addressed the gathering. The members strongly supported the views of the association and vowed to display the strength in the battle of injustice to the executives. The members were very much annoyed on the discriminating attitude adopted by the administration. Later the members expressed the problems faced in broadband, cable laying and fault rectification. The ladies members also showed their presence in the house. The house in one voice extended the strong support to the DS on the legitimate and justified stand taken by the association. 16/04/09:Zonal body meeting of West area held: The zonal meeting of west area was held yesterday at model colony telephone exchange bldg, Pune. Com. A.G.Kulkarni, Com. Honrao and Com. Bende, the strong pillars of SNEAI in west area, took the initiative to arrange the meeting so as to bring awareness among the basic members. The President and DS addressed the gathering. In response the members informed about the various problems being faced by them on developmental issues mostly in broad band. They strongly resisted to the outsourcing of maintenance of broadband connections. All the points were noted and will be raised at the appropriate level, assured DS. The house in one voice extended the strong support to the DS on the legitimate and justified stand taken by the association. The meeting concluded with vote of thanks by Com. Bende. We thank all the members for giving the valuable suggestions.

14/04/2009: BSNL Pune celebrates Dr. B. R. Ambedkar birth anniversary:The official celebration of 118th birth anniversary of Bharat Ratna Dr. Babasaheb Ambedkar, was held at 10.30 am at the Telephone Bhavan, Bajirao Road, Pune.The chief guest of the function were Shri.V.K.Mahendra, PGMT, Pune. On this occasion he garlanded the photo of Dr. Babasaheb Ambedkar and paid his homage to the great leader. He conveyed his best wishes to all the employees of BSNL family. A positive approach, sharing of knowledge, making people aware about the rules and helping them in all possible ways should be our commitment, in our life, he said. He further appealed to all the employees to improve the efficiency by 10% and he assured that we can change the complete scenario of this existing competitive world. Shri. V.K. 09/04/09:Zonal body meeting held: The zonal body meetings of rural area and East/MHS area were held today in order to make our members aware about the recent developments of our SSA.

Zonal meeting of rural area: As decided the area meeting was held at the TRC club in the lunch hour. The area secretary rural (south) Com. V.G. Kulkarni, organised the meeting. Com. Bhogade, CEC member, welcomed all the office bearers and members of the rural area. Com. S.P. Sonawane, Dist. President, in his inaugural speech, explained the comrades about the recent developments and the rise in need to go for such step. The DS elaborated the complete issue of the trade union notice and explained the members about the cause and need to rise on the occasion. The complete hall was convinced and ratified the justified stand taken by the association. Sensing this opportunity the members also submitted their pending dues to the District treasurer Com. P.K. Dudhal. The area secretary rural thanked all the members for attending and the meeting was concluded. We thank all the participants for the positive feedback given and making the meeting a grand success.

Zonal meeting of MHS/ East area: In a meeting held at carrier bldg, in the evening hours, Com. S. C. Kunchage, Area Secretary (MHS), welcomed all the office bearers of association and the members in the jam packed hall. The members were eagerly waiting to hear from the president and the secretary. The president in his opening remarks, explained about the events happened in last 10 days and the efforts of the association and the sudden transfers issued by the admin, taking an adamant view on unjustified transfers. The DS clarified the complete events and explained the stand of association. Injustice will not be tolerated and the grounds of transfer should be equally same for all the JTO/SDE’s. No discriminations will be allowed and explained that our association has only the guts to change the situation, as seen in the history also, said DS.

Later Com. Mhaske, fully justified the stand taken by the association and appealed the comrades to stand with the DS on this issue. The members in one voice echoed the stand of the association and congratulated the district body for the good decision taken.

The meeting was concluded with vote of thanks by com. Kunchage. We appreciate the efforts of both the area secretaries’ i.e com. Kunchage and Com. A.N. Raut who have taken lot of efforts in arranging and mobilising the members with such a huge gathering and the members for active participation and feedbacks.


08/04/09:Overwhelming response & support from all the nook and corner of Maharashtra on our fight to justice. All SNEA members and non members who do not tolerate injustice have strongly supported us. We thank them for boosting our morale and praising the act that they are extending the support through SMS, E-mail and calls made to us. One must remember that SNEAI is the only association which can dare to have the courage and dedication to fight on the issues and resolve them. 06/04/09: Gherao to PGMT, Pune: Over 200 agitated comrades on SNEA (I), Pune, gathered today at the office of PGM and echoed in one voice SNEA ZINDABAD, WE WANT JUSTICE.... STOP RE-ROTATION, over the issue of the transfer of JTO's on re-rotation from urban to rural. The DS of AIBSNLEA along with their executive body members, joined the agitation and an joint memorandum was  served to the PGMT, Pune. All the comrades gathered in the corridor of the PGMT office and raised the slogans. Then in the meeting with PGMT, the leaders strongly protested and condemned the act of administration and explained the need and cause of revival. it is unacceptable that some are  protected on the flimsy grounds for transfer and some are made to transfer twice in even less than three years of span. Inspite, of the dialogue of the leaders for more than one hour to pacify the situation and revival, the adamant view of PGMT, Pune, yielded no results and the talks failed. We proposed various options for the settlement but were not agreed. On meeting and discussion with all the members present, the members strongly felt that we should go for a trade union action. As such the association served a trade union notice to the PGMT, Pune on consultation with the General Secretary Com. G.L.Jogi, as the matter pertains to the CHQ. Click for TU notice>>.

05/04/09:

EXECUTIVE BODY MEMBERS STRONGLY PROTESTS AND CONDEMNS THE  ACT:As per the schedule the executive body meeting was held at Bajirao road telephone exchange building yesterday evening. The meeting which lasted for more than 2 hours, the Executives expressed their strong anguish and anger over the policy adopted by admin on re-rotation of the executives on rotational transfers to rural and strongly protested the act. The executive body univocally proposed to act strongly on the issue. All the members are appealed to get ready for any trade union call from the association. We confirm our stand that all the executives should be rotated from urban to rural once before the re-rotation is started. We ask u all whether is it a justice to the executives who are being rotated twice where as most of the executives have not gone for a single tenure in their life span???? Some have not left even the same building/ same table for more than 20 years. This is total injustice on the executives and will not be tolerated any more. The principal of natural justice is also denied???? We cannot be mere spectators of the show and get crumbled to such misdeeds.

Comrades, it is my sincere appeal to all the executives who feel that we are on the right track and expressing their feelings, which were not heard / who were unable to express their feelings, can come forward to join us in this struggle against the injustice, irrespective of the association bias. Remember comrades, if you keep mum at this crucial time, you will be never heard and  get crushed. This is the time to show the courage and strength....... come together ....join us ....always fight for justice. Implementation of transparent transfer policy issued by corporate office is our motto and  no if's and but's allowed and admin should not dare to be partial.

We also have the complete sympathy to our comrades who are coming back from rural tenure, are required to have some patience for another few days. If the orders are accepted as it is, be sure that your turn for re-rotation will again come in less than a years time, then you will not have any chance to fight any more on the lost battle ground.

NEWS FROM CHQ SITE:

Employees Provident Fund (EPF) scheme to JTOs recruited in the year 2007 and completed their training: The JTOs of 2007 batch has to carefully exercise the option for EPF. Some important points are given below for your guidance. Each employee (JTO) has to give a

1)    Joined declaration signed by the employer as well as the employee has to be submitted to the EPF authorities as the contribution is done without the statutory ceiling of Rs. 6500/-.

2)    There is an option for the employee to opt for minimum pension scheme or Full pension scheme. Each employee has to exercise this option carefully as in minimum pension scheme, employee will get only a small amount as pension where as in full pension scheme the employee will get very good pension as good as Govt. pension and a good amount as provident fund contributed by the employer in addition to the employees contribution. An amount equivalent to 12% of emoluments (basic +IDA) will be deducted from the salary as the employees contribution towards provident fund. BSNL will contribute 13.61% of emoluments to EPF of which 8.33% will go to pension fund and 3.67% will go to the provident fund account. In minimum pension scheme employee will get a very good amount as PF at the time of retirement. So those who are interested in bulk amount as retirement benefit, they can opt for minimum pension scheme and those who are interested in good pension they can opt for full pension. Even in full pension scheme there is a provision for commutation of pension (85%). For further guidance you may contact the SSA/Branch Secretaries. SSA/Branch secretaries are requested to give proper guidance to all the new JTOs and see that they are exercising the option correctly.

CEILING ON GRATUITY: As recommended by the 2nd Pay Panel, Govt. enhanced the ceiling on gratuity to 10 lakhs and DPE issued the orders on 26-11-2008. The file in this regard send by DoT to Dept. of Pension was cleared by DoP. Now DoT will issue suitable directions to all the DoT cells enhancing the ceiling to 10 lakh. It is also learned that DoP approved it w.e.f 01-01-2006 onwards.
