MINUTES OF CGMT MEETING IN PUNE : The Hon. CGMT has severely criticized on the working of the DE’s in Pune by pointing out that only 22 connections were provided during the week by 22 DE’s working in Pune i.e 1 connection per DE per week. He has made a point that the DE’s do not have proper data regarding the DNP closures and expressed dis-satisfaction over the slow progress in providing the free land line connections. POSTING OF SDE IN PUNE: The admin has issued the posting orders of the SDE’s in Pune, who were qualified in 67% seniority cum fitness quota DPC, on as it is where it basis. We congratulate them all. Click for orders>>>>

GUEST LECTURE ON ATROCITIES ACT: Hon. Dr. Pagare, member of Maharashtra state commission on atrocities, has delivered a lecture on “Indian constitution and atrocities act”, in a beautifully organized function by Pune admin in association with SC/ST welfare association. The function was held in the jam packed conference hall at Bajirao road was presided by Shri. D. K. Maheswari, GM (Development) and anchored by Shri. Borale, DGM (West). The eminent personality Dr. Pagare is a gold medalist from Pune University with MBA, MS Physco therapy has covered various aspects of Indian constitution related to the atrocities act and expressed his views and the developments on it. He said reservation and education are the two sides of the same coin and revolution in India can be brought through ballet. Social justice and social empowerment are essential factors to eradicate the disparity in the society. He confidently said that India has capacity to become a super power but the social disparity should end. Voting is worship and everybody should vote for the nation, he appealed.

          Then in the question and answers session, he answered all the queries raised by the participant and said BSNL has provided fantastic service to the nation and it should not be privatized. The program was concluded with vote of thanks given by Dr. Talware, S E (Electrical).

ACR TO BE REPLACED BY APAR: ACR (Annual Confidential Report) to be replaced as APAR (Annual Performance Appraisal Report) w.e.f 01.04.2009. Office Memorandum issued by DOP&Trg based on the Hon. Supreme Court verdict on 12.05.2008 in Civil Appeal No. 7631 of 2002. All the APAR entries has to be communicated to the official for fairness and transparency in administration. Association is taking up the matter with BSNL Management.  >>>>>

 

Organisation restructure of BSNL CO: All HR issues related to all streams above JTO & JAO level will be routed through GM (Pers) and all HR issues related to JTO/JAO level and non-Executives will be routed through GM (Estt) for all disciplines. >>>>>>>>

 

MEETING WITH PGMT, PUNE: Today the association met the Hon. Shri. V. K. Mahendra , PGMT, Pune, at 5.00 pm in his chambers. As discussed in the previous meeting, after a detailed study and discussion with the members, the association has submitted a concrete proposal to avoid the re-rotation of the JTO’s to rural. But unfortunately, taking a u turn for his previous stand, he denied working on the proposal, as it seems that he want to dilute all the guidelines issued by corporate office and the circle office and thrust upon us the re-rotational transfer orders. We cannot be mere silent spectators, like others, but take the issue on the higher levels to give justice to our aggrieved members. Click for proposal>>>

 

 

17/06/09:OVERWHELMING RESPONSE TO OUR WEBSITE: In less than three months time our website has crossed the counter of 10000 today. It is all because of overwhelming response given by the well wishers, friends and the entire SNEA member across the country to make this website popular in very short span of time. We thank you all for the constant support extended to us.

 

AGAIN THE REVISED URBAN RURAL TRANSFER ORDERS ISSUED: As reported yesterday the admin has again issued the transfer orders of the JTO’s from rural to urban and vice versa. We strongly protest these unjustified and illegal transfer orders. Inspite of our strong demand to carry out the justification of posting of JTO’s to rural, the admin set silent on the issue for more than two months. We are not going to accept this re-rotation and again will fight for the issue. It is very amazing that the stations of the some of the JTO’s have been again changed for the reasons not known. This is again a black order for us and re- rotation is unacceptable to us. We appeal to all the comrades not to accept such orders and to adopt a non cooperation movement with the admin.           It is high time now for us to study the rural justification case and we are submitting the detailed report to the admin on how unjustified these transfers are. The admin is provoking and challenging us to act in retaliation, for which the fitting reply will be given.

 

16/06/09:HEARING OF CASE WITH RLC: Today the hearing of the  case of illegal transfers of 21 JTO’s from urban to rural was held in the chambers of the Hon. Regional labour commissioner in the afternoon. After the series of arguments, the Hon. Commission has directed us to approach to the appropriate forum, as the jurisdiction of the commission is not for the executives and passed the opinion that the management has diverted from the guidelines of the transfer policy and as such principle of natural justice has been diluted.

    It is reliably confirmed that management has hurriedly taken a decision to revoke the stay and again the transfer orders will be issued by tomorrow. Meanwhile the DS and the DP has met the PGMT in the evening and asked to reconsider its decision by submitting all the documents and facts. After a prolonged discussion for more than a  hour the PGMT has directed us to come with concrete proposals for further action. We will work on some proposals by tomorrow and submit them.

15/06/09:CEC MEETING AT RATNAGIRI HELD: The 1st Circle executive meeting was held at Ratnagiri on 13th and 14th June 09. The glittering ceremony of open house session was inaugurated by Shri. Yadav, GMT Ratnagiri. The deliberation on various development issues along with the transfer posting, transfers in longest stay, stand of association on officiating and regular promotions were held. Com. A.R.Manani, Ex-CS, was nominated for the post of CWC and will be contesting for post of AGS in the CWC meeting to be held at Shillong later this month. The post of AGS was vacated by Com. Adsul after he was elected as C/S in the last circle conference. The meeting was attended by DS, District President and Com. Jagtap CEC member form Pune. In the report the DS appraised the house about the development and organizational activities of Pune and submitted all resolutions adopted by the general body. We congratulate the host branch DS Com. Sharad Nagvekar and his entire team for the excellent arrangements and efforts taken by them for the smooth conduction of this CEC.

 

12/06/09:RECONCILATION MEETING WITH THE RLC : The reconciliation meeting between the management and SNEA(I) was held today in the chambers of the Hon. Regional labour commissioner. The association strongly pleaded its view points on the ill legal transfers of 21 JTO’s form urban to rural on re-rotation and gave all the documents in its supports. The final hearing will be held on 16th June at 15.00 hrs.

10/06/09:EMERGENCY GENERAL BODY MEETING HELD: The emergency general body meeting was held today at 6.30 pm at conference hall, Bajirao road, Pune. In the jam packed conference hall, the deliberations and serious discussion took place in a very healthy and positive atmosphere and the members upheld the association activities and strongly supported the stand of the association taken during last three months. It was resolved to take up the issue of mass transfer of recent SDE’s promotions form Pune in the CEC. Also it was resolved to hold a district conference in the month of July-09.

10/06/09:C R’s CALLED FOR OFFICIATING SDE’s: The circle office has today issued letter calling for ACR, Special report, vigilance clearance and options from the eligible JTO’s for promotion to officiating SDE’s for the new spell beginning from 2nd August 09. Click for letter>>>

Again a list of 290 officials is called with 3 choices for posting without giving the list of SSA’s where vacancies are available. With the recent DPC which covered 350 officials from Maharashtra, it is interesting to know the latest available vacancy position of SDE’s available in MH circle. Hence get prepared to give blind option without knowing the choices.

 

08/06/09:EMERGENCY GENERAL BODY MEETING: The emergency general body meeting will be held on 10/06/09, at 6.30 pm at conference hall, Bajirao road, Pune, to discuss and decide on the various important issues relating to rotational transfers, intra circle transfers of SDE’s, forthcoming CEC and developmental works. All the office bearers and members are requested to attend the meeting in time.

 

05/06/09:REVISED ROTATIONAL TRANSFER ORDER OF JTO ISSUED: The Pune admin seems to be acting in very hasty manner and issued the revised transfer orders of JTO’s from urban to rural after considering  5 DR JTO’s in the list. This proposal is unacceptable to us as still it needs revised justification and in depth analysis of the posts in rural, which the admin is not in mood to carry out since beginning. Our demand for re-justification still remains pending so as the justice to the transfer policy and the effected members. We are interested in transparent implementation of transfer policy. We will surely not allow the vested interest of the individuals or groups who are misleading the admin for short term gains. We are strongly committed to the demand and do our best to resolve them.

REVISED ROTATIONAL TRANSFER ORDER OF JTO HELD IN ABEYANCE: The admin has to held the orders in abeyance, after the Hon. Labour commissioner intervened on the issue and ordered the admin not to take any action till 12th of June 09, as the reconciliation meeting will held on that date. We thank all our comrades who took active participation in this historic battle to fight for the justice.

 

03/06/09:GS WRITES TO DIR (HRD): After a constant follow up and personal meet of DS and District President at corporate office with the GS, the GS interfered on the issue of proper utilization of the man power in the company. We have been consistently pursuing the issue with the GS for last 2 months since, the re- rotational transfer orders were issued in Pune. The GS was fully convinced on this subject and requested Director (HRD) to review the 2004 instructions.  Click for letter>>>>  

MEETING WITH THE PGMT, PUNE: The PGMT, Pune called for the meeting with the association office bearers for revision of rotational transfer orders, was represented by Com. Chand, ADS and Com. Dudhal, Dist. Treasurer, to place the view points of the association to review the postings of JTO’s on rural transfers. This has come in view of clarification issued by the Hon. CGMT, MH circle on posting of DR JTO’s issued by corporate office orders in 2004. The association put forth all the possible solutions to review but the adamant admin agreed only on 5 posts and reduction of 2 post only in rural. As such the meeting was inconclusive.

The DS and district president are out for Pune to pursue the case of withdrawal of transfer instructions of posting of DR JTO’s at corporate office. 

 

02/06/09:JTO TO SDE POSTING ORDERS ISSUED: After a marathon exercise the circle office issued today the posting orders of the JTO’s to SDE regular. Inspite of the complete justification given to the circle office to retain the officials at Pune, still 17 officials from Pune got transferred in this list. We strongly condemn such mass dislocation form Pune and appeal the circle organization to reconsider the decision. Click for orders>>>>

ROTATIONAL TRANSFERS OF JTO’S: The Labour commissioner has issued notice to the District admin and our association for reconciliation tomorrow in his office. Our association has already pleaded our view in front of CLC. We expect some positive results will come in few days, which will give much relief to our members. We appeal to all the affected members to have patience and not to get disturbed by any rumors created with malaise intentions to hide their inability & incapacity to resolve the issue.

 

01/06/09:GADCHIROLI DECLARED TENURE STATION: The Hon.CGMT, MH, has declared Gadchiroli SSA as a tenure station. It was strongly demanded by our association and accepted by CGMT. Click for letter>>>
