JUSTIFICATION OF JTO/SDE OF PUNE SSA: On approval Hon. PGMT, Pune, GM (admin) has written letter to GM (HQ) about the correct justification of Pune SSA. In this context, we are the only association who has made constant efforts to give the correct and revised data based on the factual information. This data is very much required for the posting of the SDE’s who has been recently promoted in the recent DPC. As earlier said, we are making all the possible efforts to see that justified and legitimate demand is met. We would like to clear that the comparison of one of the biggest SSA in Maharashtra i.e Pune cannot be done with SSA’s like Beed, Parbhani, Jalna etc just merely for the sake of equalization of staff on the basis of number of lines. Why the equalization is not done for the senior executives and non- executives? Why we have the regional stores of entire Maharashtra circle for telecom and mobile at Pune? Why these are not shifted to SSA’s like Beed and Parbhani? Why even the latest CDR billing is shifted in any small SSA? We have such big power plant, a battery and engine alternator (which consumes 120 litres diesel per hour), at one location, justifies one JTO for its day to day maintenance. if the number of lines is the only criteria then why circle office is having the staff doubled posted than the sanctioned strength?The reasons are obvious and answers known to all. Now this demands for the additional staff requirements also, which has been judiciously calculated and given by our SSA to the circle.
We demand that this process of equalization should have the guidelines revised so that the bigger SSA are adequately staffed. If required the posts can be diverted from other small SSA’s to cater to the growing demand of the bigger SSA and not merely on the grounds of the number of lines. We demand for the practical approach should be adopted and all the transfer and posting should be necessarily related to it.
We are sure that the circle organizatins will definitely look into the matter and carry out the posting with the bare minimum disturbance by adopting a transparent policy. Click for copy of letter>>> Click for copy of Justification>>>
LIST FOR CALLING OF ACR FOR OFFICIATING STS OF PUNE SSA: The letter and list displayed by AGM (admin) for calling of ACR, VR and options for the next officiating spell of STS in the month of July. Click for letter>>>> many enquiries about this officiating are being received by the DS. We would like to state that, if the STS DPC result is declared by June end, then hardly 50 - 70 vacancies will be left for officiating. Only few officials from Pune are expected to be covered in this list, but since vacancies are not in Pune, it is absolute remote chance that one may get posting as officiating STS in Pune.
As reported in the afternoon, the Pune admin has issued the revised orders of rotational transfers from urban to rural with minor changes. We strongly protest and condemn this order. We will retaliate this unilateral order with strong organizational action. Click for copy >>>
REVISED LIST OF JTO’S TRANSFER: The revised list of rotational transfer of JTO’s may be issued today by Pune admin. All the members are appealed not to get panicked by this move and we will take action as per the decided program in our yesterday’s meeting. We are working on various options and we are confident that some solution will come out.
C R CALLED FOR OFFICIATING STS: The circle office has issued letter for calling of CR’s for STS promotion on officiating basis for the new spell beginning from 14/07/08. The list is for 412 officials, whereas, as usual the vacancies are not declared. Such a huge exercise is to be carried out in next 15 days along with the options for choice of stations. Our past experience is that only 1/3rd of the executives will get the promotions. We suggest that the CR’s should be called for not more than 20% of the vacancies available. Click for letter>>>>

JTO to SDE promotion under seniority quota: List of missing cases due to non availability of ACRs / incomplete ACRs and VC missing are published. CSs are requested to verify the same urgently and ensure that report such as retired/promoted/not available/transferred to other Circle etc has to be send to the BSNL CO without delay. UNITED FORUM LEADERS TO MEET PGM TODAY: The leaders of united forum of Pune branch will meet the Hon. PGMT, Pune, today and submit the memorandum and the copy of justification received by DS under the RTI- Act- 2005. DS CALLS TO CIRCLE SECRETARY: The DS today called upon the circle secretary and discussed in details the vacancy position of the Pune SSA and requested to post all the SDE’s, in recent DPC,to Pune as there are vacancies available in Pune. Also we requested to make all possible efforts in retaining the 3 executives of Pune, who are transferred from MH circle to Assam circle. The CS has very positively responded and assured DS of all possible efforts in retaining the executives in Pune.
STAY PARTICULARS OF JTO/SDE/DE’S: The circle office has asked for the data of stay particulars of JTO/SDE and DE’s in the format along with the date of entry in basic cadre on or before 31 may 09. Click for letter>>>>.

INFORMATION IN RTI: We have received the information under RTI act-2005, from CPIO Pune, which we have asked on the justification criteria in last month. More than 150 pages of information is received along with the soft copy on CD. We are studying the correctness and accuracy of the information. The relevant information soon will be loaded on this website.
Our demand for justification stands vindicated by this information as it shows 34 JTO’s in excess in rural area. This letter will also be displayed on this website very soon.
ATTENTION OF ALL MEMBERS: We have appealed in the zonal and executive body meeting from time to time to pay the association subscription and donation dues but unfortunately it has been bought to the notice of DS that the dues of some of the members are still not paid. GUIDELINES ON ZERO DIALLING FACILITY ON RSTC REVISED: We thank to Hon. Shri. Chandra Prakash, CGMT, MH Circle, for revising the guidelines for zero dialing facility on RSTC. This issue was taken by our association with the local and circle management along with united forum. FINALLY THE JTO TO SDE DPC RESULT DECLARED: As already reported on this site the result of DPC for JTO to SDE is declared today. JTO to SDE promotion orders for 2041 for the vacancy years 2006-07 & 2007-08. [OC- 1993 year (Fully covered), SC- 1994(some left out), ST-2001(some left out)]. We thank the GS and all the leaders who took the efforts in issuing the orders. Only 18 officials from Maharashtra are displaced and three officials from Pune.

MAHARASHTRA PREMIER LEAGUE: The BSNL national player Shri. Amit Patil, has scored 371 runs in 8 matches, man of the match in successive three matches and won best batsman award in the recently held MPL (Maharashtra premier league) cricket tournaments in Pune. He is also selected for the national BSNL cricket team and will move to deharadun for the national tournaments. He is recruited in BSNL through sports quota and working at circle office. SNEA (I), Pune congratulates him on this achievement and conveys him best wishes for a very bright cricketing future.
Our DSCB secretary Com. V.R.Chaudhary along with Com. Mahanand Gaikwad, Com. Dighe and Com. S.P.Sonawane has made considerable efforts in making the stay and traveling arrangements for the BSNL players participating in this MPL tournament.
BSNL can also participate in the future MPL league with our own team to encourage the new talents and thus expanding the marketing activities of BSNL.

DPC from JTO to SDE is completed: Promotion Order for about 2040 JTOs is expected to be released on tomorrow. In the promotion order maximum candidates about 351 are from Maharashtra, 95% of them are retained in MH, OC category cleared up to 1993, SC up to 1994 and ST up to Current eligible person. Only 18 have been posted out of Maharashtra Circle.

SDE(T) to STS PROMOTION: BSNL CO issued letter expanding the zone of consideration for the next DPC and called for CRs of another 468 SDEs. The ACRs should reach the BSNL CO by 20.05.2009. The inordinate delay in sending the ACRs by the Circles resulted in the retirement of hundreds of SDEs without getting their eligible promotion. MEETING HELD WITH HON.CGMT MH CIRCLE: The Dist President Com. S. P. Sonawane, Com. Vivek Wankhede, Dist Sec of SNEA (I), Com. V.R. Deshpande, Dist Sec, Com. C.M. Saste Org. Sec, Com. V. P. Kulkarni C/S AIBSNLEA and united forum president MH circle Com. A. G. Joshi, met today with the Hon. CGMT, MH, Circle on united forum platform on the very burning issue of the transfer of JTO’s from urban to rural for 2nd tenure to rural.
The leaders expressed their view about the changed scenario and need for review of the stand taken by Hon. CGMT in July 2007. The corporate office guidelines issued in 2004 has lost its sanctity with the period of time and penetration of new tech services in rural. The Hon. CGMT was very considerate to listen to the views of leaders and after going through in details of the issue and transfer policy was completely convinced on the issue. He spoke with Shri. Mishra, GM (Pers) and Shri. Dey GM(Pers-IV) on their mobile at New Delhi and enquired about the details of the orders issued by corporate office to which Shri Mishra responded that the issue has been already taken by the General secretaries of both the associations and the matter is under serious consideration with CMD and Director (HR). Since the director (HR) in out of country for a week time were not available. He discussed the issue thoroughly with Shri. Jayraman, GM (admin) and the leaders on the latest transfer policy guidelines issued in May 08/ August 08, he called up PGMT, Pune to held up the transfer orders till the clarification is issued form the corporate office.
This issue of barring of STD facility on RFSTC (landline) of the executivesof Pune was also discussed. He called up Shri. Sawarkar, DGM, to discuss the issue in details with him on Monday. Both the issues will be discussed in the forthcoming management meeting scheduled on 7th and 8th May 08.
The meeting lasted for more than one and half hours. The Hon. CGMT was kind and considerate enough to tackle the issue in a very positive manner. We appreciate his sincere and serious efforts to resolve the issues raised by the leaders. >>>LETTER>>>
