It asks for additional 1 DGM, 14 DE's , 22 SDE's and 25 JTO's over the normal justified strength for Pune SSA. The timing of this letter is very crucial as the circle office has carried out the longest stay and request transfers.

SC/ ST ROASTER UPDATION: Updating of SC / ST roasters for the purpose of promotion to SDE under Seniority and Competitive quota are required by corporate office. The updated roaster particulars are not received from most of the major Circles. The vacancy position can be ascertained only after receipt of the roaster particulars from all the Circles. Delay on sending the roaster will definitely further delay the promotion to SDE cadre in both the quotas. CSs and other office bearers may make special efforts on this matter. 21/04/10:100% STRIKE SUCCESSFUL IN PUNE : The strike convened under the banner of joint forum was 100% successful. The gates at all the major exchange buildings were closed and all the employees sat outside the building premises from the morning hours. Reports of entire participation was received form Satara road exchange, Bajirao road exchange, MHS building, Karve Road, Model colony, Chinchwad exchange areas, Baramati, Naryangoan and all parts of rural and urban areas, etc. The comrades from RTTC and data networks fully participated in the strike along with the trainees who were undergoing training at RTTC. We, on behalf of joint forum sincerely thank to all the employees who gave their 100% participation in strike.  

The joint forum leaders during the first half visited Bajirao road building addressed the gathering and also held a press conference. Then the leaders moved to the MHS building, where it was reported that the DGM mobile H. K. Sharma called the police to forcefully remove the peaceful striking employees form the premises. We strongly condemn this act. He also tied to provoke the peaceful striking peaceful striking employees by appealing them to join the duties which created tension for sometime but thanks to Pune police who intervened in the matter and took him away. Also some miscreants tired to create the confusion amongst the members by sending the SMS “ strike chaal hai, we entered in police protection, confirm whether u are coming are not”. Mover this SMS was sent through the BSNL care portal. We would definitely ask for the enquiry into the incidence for this anti association activities by using the BSNL server to create tension amongst the striking employees. The joint forum leaders are going to file a vigilance complaint against this “SMS” which could have caused very brutal effect if the agitated members were not controlled by the leaders.

In the MHS building the leaders addressed the gathering appealing them to keep their cool as this was not the right time to get provoked. The leaders strongly condemned the act and did “murdabad” of H. K. Sharma, DGM Mobile.

After the strike was called off in the afternoon, a grand “Vijay Sabha” was organsied at O/O PGMT, Satara Road, where thousands of striking employees gathered together to hear the leaders. To the huge gathering was addressed by Com. Vivek Wankhede, DS SNEA(I), Com. N.K.Nalwade, DS BSNLEU, Com. Dilip Jagdale, DS NFTE and Com. C.M.Saste, Org. Secretary, AIBSNLEA, Com. Suhas Shah, LCM member, Com. Hari Sowani, Com.Ulhas jawalkar, DS FNTO, Com. Vandana Dupalliwar, DS BTEU BSNL and Com. Mrs. Nanda Pardeshi. Com. S. P. Sonawane gave the vote of thanks.

20/04/10:INDEFINITE STRIKE CALLED OFF  : Strike has been called off following a meeting with Hon'ble MOC lasting more than two and half hours. <<Minutes of the meeting>>

Hon'ble MOC was in detail apprised about the deliberate attempts being made to derail the process of absorption of ITS and how inordinate delay has adversely affected the growth of BSNL. After getting elaborate feedback from JAC, Secy/DOT apprised that Cabinet note being sent does not contain any demand of ITSA regarding their absorption, neither prospective date of absorption or any other new demand. The note only explains in detail that the absorption process initiated by DOT twice has not met with considerable success, and, as such, Cabinet is being approached to advise DOT as to how to go about in such a situation and deal with huge number of ITS officers having decided not to get absorbed in BSNL. For this, wider consultations with Ministry of law, DOP, D.O.E etc are needed which is expected to talk another three months. After getting advice from Cabinet, DOT will immediately act on the advice of the Cabinet. Hon'ble MOC is fully committed to get the issue conclusively resolved, and is now informed of all the dimensions of the issue. What is extremely significant is that Hon'ble MOC also directed BSNL Management to take immediate action by way of recruitment of DGMs and MTs so that a parallel middle level Management is available in the event of repatriation of ITS from BSNL. When we pointed out that the eligibility conditions for recruitment of DGMs and MTs are finalized in such a manner so as to derail the process, Hon'ble MOC  directed CMD and Director(HR) to discuss and finalize eligibility conditions afresh in consultation with the Associations. However, on ITS absorption, two important issues have surfaced, one is that Hon'ble MOC's committed involvement and non inclusion of demands of ITS in the Cabinet note, and the second one is taking immediate action in the direction of setting up a parallel middle level Management in BSNL.

When the demand of fixation of new IDA scales @ 78.2% was strongly pleaded with Hon'ble MOC, he clearly directed CMD to discuss the issue with executive Associations, failing which he advised us to meet him.    

 

20/04/10:INDEFINITE STRIKE FROM 0600 HRS STARTS TODAY: About 5300 employees of BSNL will participate in indefinite strike form 0600 hrs form today i.e.20th April 2010 for the settlement of various issues raised by the joint forum.

All the members are hereby appealed to gather at their respective office gates and should not allow anybody to enter the premises. All the executives and non executives will keep a close coordination to see that nobody enters the premises.

At 1600 hrs the closing hour demonstrations will be held at the O/O PGM, New Admin Building Satara Road. The members will communicate this to all and reach the PGM office well in time. In case of any doubts/ queries, the DS may be contacted.

Let’s make our best efforts to see that the strike is 100% successful. All those who will defy the association instructions will be dealt separately.

 CHQ NEWS:  Keeping in view the nature of issues contained in the charter of demands, it appears that the resolution of the issues is not entirely  within the scope of Telecom Ministry, and as such intervention of the highest authority in the govt. appears to be inevitable for successful resolution of the issues in a time bound and specific manner.  We are not going to accept any vague/ evasive assurances for settlement of the issues. As such, we appeal to the comrades of SNEA(I) to whole heartedly focus and get involved in making the struggle complete success, instead of wasting time on making enquiries like whether we have been called by Hon'ble MOC, Secy. DOT etc. for discussion. Whenever any tangible results come, we shall immediately communicate to our comrades. Let us thus single-mindedly, with the sole objective of making the strike a total success, get involved in it.

 

19/04/10:JAC PUNE FULLY PREPARED FOR THE STRIKE : The leaders of joint forum today held meetings in three zones i.e. Model colony, Karve Road and Satara road office and addressed more than 600 officials. In the well attended meetings at all the three places, the leaders strongly advocated the need to participate in the strike due to the justified demands raised by the joint action committee.

Previously during the day the scheduled JAC met at 10:00 hrs today and unanimously decided to continue with the indefinite strike from 6:00 hrs of 20th April 2010. The strike will be peaceful, sit out, massive picketings and lunch hour /closing hour demonstrations have to be conducted at HQ/Circles/SSA/Branch levels, no one has to be permitted to enter the work place. 18/04/10:STRIKE PREPARATIONS : The Joint Forum leaders today held local meetings at Conference hall, Bajirao Road and at recreation club, MHS building, in order to inform the members about the indefinite strike notice issued by CHQ from 20th April. In the well attended meeting Com. Vivek Wankhede, DS SNEA(I), Com. N. K. Nalwade, DS BSNLEU, Com. Dilip Jagdale, DS NFTE and Com. C. M. Saste, Org. Secretary, AIBSNLEA addressed the meeting.

Similar zonal meetings will be held on 19th April , 2010 Model colony, Karve road and Satara Road offices. All the area secretaries, office bearers and members should be fully prepared for the strike.

COM V.J. VHANMANE APPOINTED AS DISTRICT TREASURER: After the resignation of Com. R. L. Honrao, District Treasurer, on personal grounds, Com. V. J. Vhanmane, has been appointed as the District treasurer. The executive body duly accepted the resignation and unanimously appointed Com. V. J. Vhanmane.

PLACING OF BOOKS ORDER FOR LDCE EXAM: SNEA (I), Pune, will place the order of 50 books with the MH circle by 20th April 2010. All those who are yet to place the should immediately rush to Com. S. P. CONDUCTING CLASSES FOR LDCE EXAM: We are willing to hold the classes for the LDCE exam. All those who are interested should register their names with Com. V. J. Vhanmane District Treasurer, Com. S. P. Sonawane, Com. R. S. Dalvi, Com. B. S. Sonawane or Com. S. D. Alandkar immediately. Looking towards the response only we will take future course of action.

 

17/04/10:JAC MEETING WITH MOC & IT: Joint Action Committee (JAC) had a detailed meeting with Hon. MOC&IT on the charter of demands contained in the notice for indefinite strike. The meeting was attended by Sec/DoT, CMD/BSNL, DIR(HR), Member(S), GM(SR)/BSNL, DDG(SU)/DoT. After elaborate discussion on the issues, JAC requested Hon. MOC and Sec/DoT to issue the minutes of the meeting reflecting the decisions taken and conveyed by Hon MOC during the meeting.

However, after receiving the draft minutes, JAC decided to meet again on 19.04.2010 at 10 Hrs.

Since the draft minutes issued by the DOT do not contain any specific commitments with regard to vital issues of disinvestment, VRS, mechanism for procurement of GSM equipment and ITS absorption etc, we appeal our comrades throughout the country to make intense and full fledged organisational preparation towards ensuring complete success of the strike.

Let us all understand that this strike is for the first time being solidly supported by all Central Trade Unions cutting across party lines, thus demonstrating the stand of all Central Trade Unions to defeat the sinister policies of the Govt to convert strategic central PSUs into private business houses by opening the doors of disinvestment and VRS. Let us unitedly rise to the occasion to comprehensively defeat the sinister game plan of agents of MNCs in the planning commission to sell BSNL like Balco and VSNL by forcing open the doors of disinvestment and VRS.

Comrades of United Forum of Executives have a very specific and important role to play in mobilising opinion and support at the base level to make the indefinite strike a resounding success. Go ahead and do not look back till all the vital and fundamental issues of viability and growth of organisation are decisively addressed.

 

16/04/10:LDCE EXAM FORM SENDING PROCEDURE: The circle office has issued instruction for sending the application forms for SDE’s LDCE exam. All the applications after submitting through online, the applicant should take a print out and paste a photo on it and sign it and send the application to the controlling officer/AGM(A)/ AGM(Staff) of the concerned SSA.  UF WRITES TO CMD: UF writes to CMD, BSNL on arbitrary and obsolete approach of BCG – GM(Rest) utilizing BCG to create huge promotional outlets for unabsorbed ITS officers by reducing the promotional avenues of JTOs/JAOs and SDEs/AOs    >>>>>

·         Proposed reduction of 19000 JTO / JAO posts, 6500 SDE posts, 160 CAO posts and 70 DGM(F) posts.

·         To create additional 30 SAG posts and 100 HAG posts.

·         JTOs are yet to get their first functional promotion even after 13 years.

·         Highest level of inefficiency in the Company today is because of heavy concentration in SAG and HAG.

·         Sam Pitroda and other telecom experts rightly feel that just 200 SAG and 50 HAG are more than sufficient to run the Company smoothly.

·         The only objective to create such a huge number of posts of SAG and HAG in BSNL is to get promoted to these cadres in BSNL and then get repatriated to DOT on higher posts.

  • In deciding the crucial process of restructuring, let Managers absorbed in the Company get involved in the process, instead of those who have no stake in the growth of Organization.

CWC MEETING AT MANALI ON 8TH & 9TH APRIL, 2010  --  IMPORTANT DECISIONS:

1. INDEFINITE STRIKE W.E.F 20.04.10: SNEA(I) to take a leading role in organising the indefinite strike w.e.f 20.04.10 at Circle / SSA and local level under the banner of JAC to settle the entire charter of demands including very crucial issue of immediate completion of ITS absorption.

2. SAM PITRODA COMMITTEE RECOMMENDATIONS: The recommendations of the committee regarding change of leadership and induction of professionals from outside at the board level were wholeheartedly supported. Recommendations relating to adoption of “Managed capacity” and   “Managed Services” models in BSNL require a comprehensive study before expressing our final view. VRS, disinvestment, unbundling of last mile copper and outsourcing have to be opposed tooth and nail. Recommendation of the committee on completion of ITS absorption in a time bound manner to be strongly supported.

3. REVIVAL OF BSNL: SNEA(I) should be seen as agents and leaders of change in enforcing and implementing sweeping reforms on each and every front. For successful implementation of reforms and their results, it is absolutely necessary to resolve ITS absorption. Any attempt to introduce innovative reforms on procurement policy, HR front, streamlining the whole organization and giving it an entirely new facelift will be futile if unabsorbed ITS officers are asked to oversee implementation of these reforms. Deciding the basic issue of absorption of ITS in BSNL is going to be the key to successful implementation of any new future road map for revival of BSNL.   

4. REGULARISATION OF ADHOC STS: CWC unanimously resolved for immediate regular promotion to 2500 STS posts, regardless of whether or not to include 270 competitive adhoc STS. In the meantime, it was decided to get impleaded in Hon’ble High Court of Ernakulam to oppose fixation of seniority and promotion of 147 SDEs to adhoc STS, besides continuing contesting seniority fixation of 270 adhoc STS in Hon’ble Supreme Court. 

5. AMENDMENTS TO BSNL MS R/RS: The following amendments are to be made in the BSNL MS R/R: a) The basic spirit of R/Rs should be to have uniformity in all disciplines and the R/R provision for Civil / Elect wing has to be modified accordingly. b) The no. of posts to be filled up in JAG cadre should be in the ratio of 50:50 for direct and promotee streams. c) Since bench mark and selection method for Adhoc and Regular promotion to STS is one and the same, adhoc STS Officers should become regular as soon as vacancy arises in regular STS without any further DPC. The adhoc service also should be counted as regular service for all purposes. d) Future promotions in STS and JAG should be regular and not adhoc. e) Change of designation has to take place along with time bound financial upgradation.

6.  PAY SCALES OF JTO, SDE AND EQUIVALENT CADRES: BSNL Board approved the E1A and E2A pay scales for JTO and SDE along with other pay scales and these pay scales are pending at DoT for approval. Association shall pursue the matter with DoT /DPE for early approval.

7. MEMBERSHIP VERIFICATION: The CWC resolved that SNEA(I) should independently go in for membership verification and the discrepancies  pointed out by UF with reference to committee’s report should be addressed prior to starting membership verification.

8. MERGER OF EXECUTIVES’ ASSOCIATIONS: The issue of merger of Executive Associations was discussed with open & positive frame of mind. The formation of United Forum and the achievements made by UF were highly appreciated by one and all. Taking into account future formidable challenges, it was decided to send very strong signals of unity to the base level for further strengthening of United Forum of BSNL Executives. Association shall strive hard to move in the forward direction, not in the reverse direction, in the days to come, with regard to consolidation of unity of the two Associations since Association has all along been a strong protagonist of school of thought of Unity, CWC clearly opined.

9. CO-OPTION TO THE POST OF ASST. GENERAL SECRETARY: Com. A. R. Manani, CWC member from Maharashtra Circle co-opted to the vacant post of Asst. General Secretary/.

10. Civil / Elect wings should be brought under the administrative control of Circles / SSAs.

 

15/04/10:CLARIFICATION ON NORTH EAST LTC: Large numbers of queries were received by the association regarding the doubts to commence the journey to avail the LTC to north east since the block year is ending on 1st may 2010. The DS along with ADS Com. Mahanand Gaikwad and CEC member Com. S. P. Sonawane met GM finance Shri. Y. N. Singh, who clarified that the onward journey should be started on or before 1st of May 2010. The return journey can be completed in the month of May. All the members who wish to avail the north - east LTC can apply now.

 

 

14/04/10:TRIBUTE TO ARCHITECT OF CONSTITUTION: SNEA (I), Pune, pays tribute to Bharat Ratna Dr. B.R. Ambedkar, on his 119th birth anniversary, today.   

      In the celebration program held at Bajirao road telephone exchange building today, the PGM Pune Shri. V. K. Mahendra along with the other GM's and DGM's paid their tribute to the great leader. 04/04/10:STUDY MATERIAL FOR TES GR B LDCE EXAM: The SNEA MH circle is printing the books for the LDCE competitive exam 2010. Com. S. P. Sonawane, CEC Member, has been nominated as the central coordinator for the order collection of books for Pune SSA. All the members who are interested in the study material should place the orders with the respective area secretaries’/ Com. S. P. Sonawane immediately. All the orders will be complied and send to the circle in one lot through DS. Please place your orders before 10th April 2010.

03/04/10:JOINT FORUM LEADERS MEET HON. SHRI.SURESH KALMADI JI : The leaders of joint forum on 1st April met Hon. Shri. Suresh Kalmadiji, Member of Parliament form Pune, on the issue of exorbitant cable laying charges levied by PMC to BSNL and submitted the memorandum to him. The leaders pleaded that the charges levied by other major municipal corporations like Ahmadabad and Chennai are quite reasonable and demanded for at par charges to BSNL Pune also. Being a government organization, he assured to look into the matter and promised that the charges of Rs.1500/- per meter can be agreed to BSNL, at par with MSEDCL.
