27/03/10:FINAL LONGEST STAY PARTICULARS LIST OF PUNE SSA:  The Pune admin today had issued the list of 62 JTO’s, 73 SDE’s and 15 DE’s in response of the circle office letter, which asked for list of longest stay of executives in SSA. Click for final list >>> Still the list seems to be incorrect as the JTO’s who have joined on the same date in SSA are not arranged as per the seniority. All those who have any objections/ correction may contact the SDE (Admin) for verification and rectification. No complaints will be entertained after 29th March 10.

 

26/03/10: A DAY LONG DHARNA HELD: The massive day long dharna in front of O/o PGMT, Pune was held today. The constituents of all the Joint forum participated in the dharna. The closing hour demonstration were held from 16.00 hrs to 17.30 hrs wherein Com. Vivek Wankhede, DS SNEA(I) and chairman joint forum, Com. C. M. Saste, org. sec AIBSNLEA, Com. Madam. Pathan Joint Secretary BSNLEU, Com. Madam Sunanda Pardeshi, President NFTE, Com. Prayag Pisal, DS SNATTA and Com.Nagesh Nalawade,  DS BSNLU and Secretary Joint forum addressed the huge gathering. Also the programme was attended by Com. Mrs. Dongarke, District President Satara, who after completing the CDR training along with Com. LONGEST STAY OFFICERS LIST REQUIRED BY MH CIRCLE:  MH circle has called for the list of JTOs/SDEs and DEs as per their stay in SSAs from their entry in SSA irrespective of cadre.  All those whose date of Birth is on or before 31st March 1954 are being exempted from transfer. The information is to be send to MH Circle office latest by 31st March 2010 to enable MH Circle office to issue transfer orders for pending requests in the cadres of JTO, SDE and DE. 25/03/10:ONE DAY DHARNA TOMORROW: The dharna program under the banner of the joint forum as per chq call will be held tomorrow @ O/o PGMT, New Admin Bldg, Satara Road, Pune form 10.00 AM onwards. All the executives and non- executives will massively participate in the dharna program. The pendal will also be installed at the venue for the convenience of the members. INDEFINITE STRIKE W.E.F 20.04.2010: Joint Forum of Non Executive and Executive Unions / Associations met at New Delhi on 22.03.2010 and reviewed the trade union programmes. The meeting came to the conclusion that the serious issues like ITS absorption, disinvestment, unbundling, VRS etc may not be able to settle with a one day strike. The joint meeting unanimously resolved for indefinite strike w.e.f 20.04.2010. Joint Action Committee formed with Com. N. T. Sajvani (NFTE-BSNL) as Chairman and Com. V A N Namboodiri (BSNLEU) as convener.

Demands:

1. Settlement of ITS absorption issue.

2. No Disinvestment / Privatisation of BSNL.

3. No Retrenchment / No VRS.

4. No unbundling of last mile copper.

5. No outsourcing.

6. Immediate procurement of GSM equipments.

7. IDA pension revision.

 

22/03/10:EXECUTIVE BODY MEETING: The executive body meeting of SNEA(I), Pune will be held on 25th March 10 at conference hall, New Admin bldg, Satara Road, Pune at 5.30pm. All the district office bearers are requested to attend the meeting well in time. The agenda of the meeting is already mailed to all the executives.

ONE DAY DHARNA ON 26TH MARCH 10 AND ONE DAY TOKEN STRIKE ON 20TH APRIL10: Joint Forum of Non Executive and Executive Unions / Associations met at New Delhi on 15.03.2010 and discussed the Sam Pitroda Committee report and its recommendations. Joint Forum come to the conclusion that the total failure and mismanagement of the affairs in BSNL by its top Managers at different level lead to the the intervention of Hon. Prime Minister and formation of the committee.

While opposing the negative recommendations listed below, it has to be ensured that Jt. Forum is not opposing all other positive recommendations and sweeping reforms  in the report like bringing professionals into the Board and top management, complete ITS absorption, Managed capacity, change in procurement policy etc. We are fully endorsing those recommendations and demanding its speedy implementation. Some vested interests within BSNL and DoT are propagating that the BSNL employees are opposing the entire Sam Pitroda recommendations and they want to stop the entire reforms by this.

Almost all the Unions / Associations of Joint Forum participated in the meeting. Joint Forum unanimously resolved for one day Dharna on 26.03.2010 and one day strike on 20.04.10 demanding:

a) Immediate repatriation of all ITS officers who are not opted for BSNL

b) No disinvestment

c) No retrenchment through VRS

d) No unbundling of last mile copper

e) Immediate procurement of GSM equipments

f)  No outsourcing through Managed Service Model and

g) IDA pension revision.

20/03/10:   CHQ NEWS:   ASSOCIATION MET SAM PITRODA ON 17TH MARCH: Association had a very free and forthright exchange of views with Sam Pitroda for about 45 minutes on wide ranging issues covering very complex and virtually irretrievable situation that BSNL is in today, the recommendations of the committee, the implementation part of the acceptable recommendations of the committee, the broad disagreements that Association has vis-a vis certain recommendations, so on and so forth.

 Association, while expressing its total unanimity on the issue of complete transformation of the present process of leadership induction through redundant mechanism of PESB, structure and composition of the Company, suggested by the committee and other positive recommendations, also candidly conveyed its disagreement on disinvestment, VRS, outsourcing etc.

Association conveyed that inordinate and deliberate delay by the Govt. in not resolving the critical issue of absorption of ITS in BSNL has adversely and irreversibly affected the growth of BSNL and the total mismanagement and anarchy that the Company finds itself in today is largely because of non resolution of this key issue. Mr Pitroda was in agreement with our opinion on this crucial issue. 

Sam Pitroda strongly felt that the recommendations of the committee have not to be seen and analyzed in an isolated and limited but in a holistic manner. All the recommendations read together only convey tangible meaning in terms of achieving the broad objectives for which the committee was constituted by Hon’ble PM. Massive and sweeping reforms on all the fronts like inducting quality high grade talent from the open market to lead the Company at the top, procurement policy, strategies for optimum and effective exploitation and utilization of the huge workforce, introducing innovative processes in the Company, HR policies, prudent investment policies, keeping political and bureaucratic interference at bay, giving the Company a new direction etc etc. were the need of the hour to keep the Company alive, Pitroda felt. He was of the opinion that labour in BSNL is a great asset but how much of it is needed is an issue. He does not want to see the labour on the streets but a very discreet and attractive package to reduce the numbers can always be considered. 

Pitroda said that he has completed the job of defining future blueprint for BSNL in the stipulated time frame after intense consultations with top BSNL Management, bankers, investors, industry analysts keeping a close and consistent watch over rapid sector developments, leading consultants, some imminent officers having retired from DOT and BSNL. Now it is left to the PM to take a final call on the recommendations of the Committee and recommendations need to be meticulously analyzed by talented professionals. Present BSNL board, Pitroda is of the firm view, by any standard is not really equipped to evaluate and decide on the recommendations.  

To begin with, the Govt. should go ahead with appointing about 50 quality telecom professionals from outside, pay them salaries comparable to the top class executives of the leading telecom companies, utilize some of them as heads of Circles and others in the Corporate office handling key policy matters. An imminent and outstanding person capable of withstanding political and bureaucratic interference should take over as Chairman etc etc. On all these issues, Govt. has to finally decide. On being asked whether he has in mind any specific person to lead the Company, Pitroda said that enough high quality talent is available in telecom sector at the moment and it is only a question of spotting and deciding. 

Pitroda underlined the great need of trade unions playing a key and leading role in getting involved to enforce the whole set of reforms in the Company which alone will save the Company from completely collapsing. At the moment, the Company is plagued by total mismanagement and operating inefficiency, does not have a direction and a vision, lacks professionalism and is virtually in a mess. Trade unions must aggressively step in to play a pragmatic role in drastically transforming the Company and defining its new direction.

Association clearly and firmly spelt out the grounds on which it feels that VRS, disinvestment, outsourcing etc will not improve the performance of the Company and thus need to be opposed.

Sam Pitroda was extremely cordial and frank in expressing his opinion on wide ranging issues and wished BSNL all the success and good luck. He also while concluding impressed upon us (associations and trade unions) to continue our efforts relentlessly to bring BSNL out of the imbroglio in which it is caught at the moment.

17/03/10:LUNCH HOUR DEMONSTRATIONS HELD: The lunch hour demonstrations were held in front of the PGMT office at New Admin Bldg, Satara Road, at 1.30 Pm, yesterday. All the leaders from the joint forum addressed the huge gathering and echoed for the growth and development of BSNL. The District President Com. A. D. Mhaske addressed the gathering on behalf of SNEA(I).

15/03/10: CHQ NEWSPROMOTION FROM DE TO ADHOC JAG: The DPC over and we are expecting the promotion orders shortly.

SLP AT HON. SUPREME COURT ON SENIORITY OF 270 OFFICERS: The IA filed on the clarification issued by DoT on the promotion of 270 officers also along with others came up for arguments yesterday. In the IA, it was pleaded that DoT overstepped the "status quo" order by giving a direction to BSNL to promote 270 officers along with others. DoT further stated in the order that "however the promotion will be subject to the final outcome of the Supreme Court verdict on the SLP". Hon. supreme Court declined to intervene at this stage and dismissed the IA as DoT already stated that the promotion will be subject to the final outcome of the Supreme Court verdict. On our side senior lawyer A. T. M Ramanujam argued the case. Next date is 09th April, 2010. Most probably hearing on the SLP will be started on 09.04.10.

JTO (T) TO SDE (T) DPC: Eligibility list particulars from UP(W), JKD, NE -II Circles and ALTTC, TTC Jabalpur, DNW, ETR, ETP, NCES, WTP, WTR  and T&D units not received. All India Eligibility list preparation is under progress. CSs are requested to ensure that the gradation list particulars of the above Circles / units are reaching at BSNLCO urgently so that the list can be published by this month end.

JTO (T) TO SDE (T) LDCE QUOTA: The examination will be notified within a couple of days. The examination will be held in July.

14/03/10:LUNCH HOUR DEMONSTRATION: The joint forum of executives and non –executives will hold the lunch hour demonstrations , as per CHQ guidelines, on 15th March 2010 at the O/o PGMT, New Admin Bldg, Satara Road, Pune at 1.30 PM. We will demonstrate against the proposed disinvestment, VRS and ITS absorption issues. All the members are appealed to join the demonstration program enmass and make it a grand success.

 

13/03/10:ANOMALY CLARIFICATION RECEIVED: With the constant persuasion by Com. Adasul, Circle Secretary SNEA (I), MH Circle, the Circle office has issued a clarification for the pay anomaly pending cases of Pune. The letter clearly states that date of joining is the main criterion for JTO’s recruited similarly in the same recruitment year. Click for Copy of Letter>>>

JOINT FORUM WRITES TO PMC COMMISSIONER: The joint forum has highlighted the issue of the cable laying permissions with the PMC commissioner, all MP’s, MLA’s and corporator’s of Pune, demanding for rational levying of charges. It is also demanded to permit BSNL to pay the charges of Rs.1500/- which are allowed to MSEDCL for digging permissions. 11/03/10:GSM MOBILE SERVICES BADLY DISRUPTED TODAY: The BSNL mobile services in Pune were badly disrupted today from 16.00 hrs to 19.00 hrs and the customers were helpless during the peak hours of closing time for the not known. Even last week also the same kind of disruption has occurred. When the association has tried to contact the senior management, nobody was officially available for the comments. Later it was known that all the responsible DGM’s and GM’s were in Delhi for the meeting.

It seems that there is no control of senior management over the effective maintenance of the switch and nobody comes forward for any clarification.  The poor coverage in Pune has badly affected to the business growth and above this now thousand of loyal postpaid customers were issued unreasonable bills. It is being said that all the usage of last 12 to 16 months have been added to current bill, for which the reasons are stated that these usage was not billed to the customers in the previous bills, for the technical reasons. This has raised the bills exorbitantly making it impossible for the customers to pay, leaving no choice rather than to surrender. We assume  that there will be approximate about 2000-3000 post paid surrender/ DNP closure in the next month due to this. The accounts officer in-charge are not in a position to give any relaxation for the existing customers, but such rebate/relaxation, unfortunately, can be given to the DNP customers.

The association has received many complaints about the new IN-7 platform like improper recharge and balances, top up’s, O/G problems and SMS problems. Also the staff at IN switch is not answering to the landline or mobile nos. if anybody has doubt can confirm them by dialing the IN switch landline or mobile nos.

We have also received complaints about the poor coverage’s at RTO, SSPM’s college, Le- Meridian hotel, PVVIT College Bavdhan, mount carmell school lulla nagar, BSNL cantonment East street office, Sharada centre on satara road, Balaji nagar, Off karve road etc. More over there are huge problems of call dropping while handing over of calls. Also problems like no RBT, number not available announcement, noise in the call when answered, and number out of coverage area are the typical problems reported.

We hereby appeal to the all concerned to seriously look into these issues on priority to resolve them.

Also we appeal to our entire executive and non executive’s to bring to our notice any such complaints regarding the mobile/ landline/ broadband services.

10/03/10:APPEAL TO ALL MEMBERS: Dear members, we once again appeal to you all to bring to the notice of the association the important and prime developmental issues. Issues like no network coverage, call disconnections, recharge issues. Development issues like upcoming premises in your areas, especially in outskirts of Pune and any other issues which you feel are important. Unless these are bought to the notice of the management no action will be initiated. This year would be very crucial as far as the growth of BSNL is related which also is our bread and butter. Hence we appeal you all to come forward with the proposals.

10/03/10:FORWARDING OF REQUEST TRANSFER APPLICATIONS:  Association has received complaints from members of several divisions like Kolhapur, Beed etc that their request transfer applications are not being forwarded by their respective SSA administration, which is serious violation of establishment rules, even MH circle has issued long back clear cut instructions that No application should be kept pending at SSA level and all must be forwarded to MH Circle office with proper remark. 08/03/10:MEETING OF JOINT FORUM HELD: The meeting of leaders of joint forum of Pune was held today in conference hall to discuss mainly on the issue of PMC permissions of laying cables in urban areas of Pune and the hefty amount being charged for permissions. The leaders were of the view that joint forum has an important role to play in growth and development of Pune SSA and a unanimous action plan was decided as follows-

  1. A memorandum will be given to the PMC Commissioner, Hon. MP’s and MLA’s of Pune, signed by the leaders of joint forum, elaborating the situation and demanding for the charges to be levied to BSNL at par with MSEDCL i.e. Rs.1500/- per meter.

  2. Pamphlets to be distributed to all the employees in Pune SSA, so as to make the employees aware about the situation.

  3. To call a press conference and highlight the issue through the media.

  4. To organize the morcha form Bajirao road exchange to Mahapalika bhavan.

  5. To sought the information through RTI Act.

All the members are hereby appealed to get prepared for the call form the joint forum.

 

06/03/10:DS MEETS PGM AND GM(D): The DS met PGM and GM(D) and thanked them for initiating the prompt action on our letter and making quick decision in installing the V mux at soharab hall exchange.

SDE OFFICIAITNG ORDERS ISSUED: We specially thank Shri. M. B. Patel Gm Admin, for issuing the orders of officiating SDE’s as it is where it is basis. We have been constantly pleading for implementing the policy guidelines on transfers, for which he has accorded the approval.

 

05/03/10:STAFF JUSTIFICATION OF MH CIRCLE: The information regarding staff justification of MH circle is issued by circle office. Some interesting points to note are- that many SSA do not have DGM’s posted whereas the circle office has excess DGM’s and GM’S posted than the sanctioned strength. Circle office is a unique example in the entire circle where it has less sanctioned strength but the justified staff in DE, SDE, and JTO’s is more. The justification of staff is purely based on the number of the lines working (i.e. Land line, GSM Mobile, CDMA Mobile and Broadband) in the SSA’s whereas there is no such justification for the circle office. Whereas the high revenue SSA’s like Pune are seriously demanding for the staff on the basis of sanctioned strength, but falling on the deaf ears of the circle office. 04/03/10:IMPACT OF SNEA(I) LETTER: The management has taken a serious note of the issue raised by this association, yesterday, to install the V-mux immediately. We were informed that the  V-mux has been installed today. The issue was pending for more than a year and the area DE's were sleeping and did not bother to initiate any action.

Also we are constantly getting the complaints about the poor coverage of mobile in Pune SSA. we hereby appeal to all to give us a feed back so that the issues can be taken with the mobile wing. Pl gear up for the action now, without any fear or favour. Please call the DS/ send the mail for feedback on any of the service issue which is important for the growth of the BSNL. we assure you that they will be taken on top priority.
