30/11/10:STRIKE, STRIKE HARD, STRIKE COMMENCES FROM 0600 HRS ON 1ST DEC 2010: The JAC call on 3days strike commences from 0600 hrs from 1st December 2010. The JAC, Pune met today and reviewed the preparations of the strike. All the unions and associations are participating in this strike. Do not believe on any rumors and actively participate in this strike for the survival of BSNL a complete success to force the Govt. to address and resolve fundamental issues like putting in place a sound equipment procurement policy, ITS absorption, refund of 3G and BWA license fees etc. etc. It has been projected that BSNL is to register a loss of Rs 6000 crores at the end of financial yr. 2010-11.

Today JAC, Pune decided the 3 days programme of the strike:

Day one i.e 1st Dec 2010: All the executives and non executives will assemble at their respective offices gates and stay outside the offices. After 12.30pm all the staff will assemble at the Bajirao telephone exchange, from where the rally will start at 1.30pm. The rally is organized in order to protest the wrong policies and generate awareness in common public. The rally will start from Bajirao road telephone exchange via laxmi road end in Alka Chowk. All the prominent leaders of BSNL unions and associations and leaders form CITU will address the gathering.

Day Two i.e 2nd Dec 2010: All the executives and non executives will assemble at their respective offices gates and stay outside the offices. After lunch hour, all the staff will assemble at the New admin bldg, Satara Road, at 2 pm where the gate meeting is arranged and the employees will be appraised about the latest development about the strike.

Day Three i.e 3rd Dec 2010: All the executives and non executives will assemble at their respective offices gates and stay outside the offices. After lunch hour, all the staff will assemble at the MHS building, at 2 pm, where the gate meeting of closing the strike is arranged.

All the members are hereby appealed to massively participate in the 3 day strike program and make it a huge success.

CHQ NEWS UPDATE:

    JAC after having discussions with RLC and CMD, BSNL has decided to go all out for three days of strike in view of completely non-committal stand of BSNL management on issues related to BSNL. As regards major policy decisions relating to dot, there has been absolutely no serious initiative from dot so far to discuss the issues pertaining to it. Thus the deadlock persists and JAC has absolutely no option but to go in for observing total strike for three days from 06:00 hrs of 1st December  06:00 hrs to 06:00 hrs of 4th December. Make the strike a complete success to force the government to address basic issues of viability of BSNL like refund of 3G /BWA license fees, sound equipment procurement policy, ITS absorption,  etc. etc.

    Top officials from Mr Sibal’s ministry will meet their counterparts from the finance ministry, planning commission, IT, department of Industrial Policy & Promotion amongst others on Tuesday on restructuring the PSU, BSNL. On the agenda for Tuesday’s meet is the implementation of the Pitroda committee recommendations, which includes a 30% stake sale by listing BSNL and staff cut by 100,000. >>>>>>>

    From tomorrow i.e from 1st December 2010 BSNL declares end of STD era. The calls made by its subscribers to landlines of BSNL/ any operator across the country will now be treated as local calls and charged at the rate of Re 1 for every three minutes(180 Seconds), without any tariff voucher or special scheme.

PAY FIXATION OF NEWLY RECRUITED JTO'S:  MH circle has issued clarification on fixation of Pay of newly recruited JTOs who were appointed after 01-01-2007, SNEA (I) MH Circle was pursuing this issue since long, and Our Jt. Secretary Mumbai Com. V. J. Bhandirge has taken lot of efforts in getting issued this clarification to benefit hundreds of newly recruited JTOs appointed after 01-01-2007. We specially thank Com. 29/11/10:JAC DECIDES TO GO WITH STRIKE FROM 1ST DEC 10: Central JAC after a thorough discussion, taking into account all the related developments, has decided to make full preparations to make our struggle commencing from first December 2010 for survival of BSNL a complete success to force the Govt. to address and resolve fundamental issues like putting in place a sound equipment procurement policy, ITS absorption, refund of 3G and BWA license fees etc. etc. It has been projected that BSNL is to register a loss of Rs 6000 crores at the end of financial yr. 2010-11. Thus, let us not unduly get disturbed about deduction of 3 days of wages on account of our observing 3 days of strike. This is the time when we have to struggle intensely to put the company back in a healthy situation. Our not struggling will surely result in a situation where our bread and butter would be completely endangered. Thus, let us courageously and fearlessly go in for struggle to ensure that our future livelihood is protected.

          Realizing and assessing the difficulties and problems being faced by our members in the field and huge looses occurred to BSNL after CDR project implementation in 25 SSAs of MH, SNEA (I) MH circle once again responding on its prime responsibility of highlighting issues which are of prime importance in development and improvement of BSNL services and in continuation to the CEC Amravati resolutions decided to raise the CDR issue with the highest level of ITPC at Pune.

          Accordingly as per pre assigned appointment a high level SNEA(I) delegation  visited Pune on Saturday the 27th Nov 2010 and participated in a high profile marathon meeting with officers of ITPC Pune.

        Before the start of meeting CGM ITPC Hon’ble Shri Tapan Kumar Sen was felicitated by Association by presenting him a beautiful flower bouquet.

Initiating the discussions on the “23 point CDR issues” Agenda submitted by SNEA (I) Maharashtra Circle on 10th of Nov 2010, CGM told association that they are trying their best to address all these issues and will surely sort out some of these problems in next few days and will totally focus and concentrate on all CDR related problems after migration of remaining 5 SSAs from DOTSOFT/CSMS to CDR. 

Conceding the concerns of association over drastic fall in revenue and customer base of BSNL after CDR implementation in 25 SSAs of MH and stopping further migration of important SSAs like Pune, Kolhapur and Goa, GM ITPC Hon’ble Shri V. Balasubramanyam told that Commercially important SSAs like Pune Kolhapur and Goa will not be immediately migrated to CDR and will now be migrated in the month of March 2011 so that BSNL could collect usage charges for the month of Feb 2011 in this financial year itself.  This is in continuation of strong feelings expressed by our comrades and resolutions passed in CEC Amravati.

Some of the other important points which were discussed in detail are:

a.                    Role of TCS, impression in the field is that of Non cooperation & looting of Money from vendors M/s TCS: CGM & GM ITPC totally denied such rumors and even appreciated the support and cooperation from M/S TCS. Responding on Association query of whether TCS has been penalized for any of their lapse, inaction, GM ITPC told that there is clause of penalty but they are getting Good and timely response and intervention from M/S TCS at most of the time.

b.                   Disaster Recovery is not activated: GM ITPC Shri Balasubramanyam told SNEA that although DR is not activated because of storage problem, but back up data is stored and we need not to worry as care has been taken to preserve the back up data.

c.                    Non functioning or Slow functioning of CRM: Association pointed out that CRM activities are directly related with Customer and as server takes lot of time to complete even a single task customers are  loosing patience and at many places creates unpleasant scene, CGM ITPC admitted that this problem they are aware of and are definitely going to re assign some of the billing activities, even they are going to divert some of activities related with billing on different time period band…matter will be resolved on high priority

d.                   Billing problem: Association discussed this issue in detail and cited various field examples of incorrect/unbilled/ multiple accounts and bill for period ranging from 2 to 3 months, as at most of the SSAs after migration to CDR were not able to issue bills for the period up to 3 months, at some places like Nashik where PCOs were disconnected by system, even when No bills were issued. In Nashik Plan of CIC Leased line customer was changed automatically by many folds, GM and DGM ITPC admitted some delay has occurred as it is very big task of generating bills for 70 Lakh customers, Nashik case was noted and investigation will be made for such serious lapse of automatically change of business plan, different billing schedules/Dates has been finalised like M1,M6,M11,M16,M21,M26 (where M1 means 1st day of Month,M6 means 6th Day of Month etc)only to match the billing schedule some bills are being generated after 35 days while some might have been after 45 days, as and when migration of all SSAs will be completed billing schedule will be as per fixed schedule only.

e.                   Helpline number is not getting attended: GM ITPC Hon’ble Shri Balasubramanyam who joined ITPC only recently told that previously there was this problem but now he had instructed each and every one to attend all calls and will ensure that No calls is left unattended. f.                     Limitation on user’s privilege: Association drawn the attention of CGM ITPC towards limited privileges given to L1 i.e. SSA users and hence made them dependent on others like L2, L3 or L4 to complete the simple or even unimportant tasks, CGM himself admitted that in MH L2 which at Circle level is not so much active hence problems get accumulated at L3 for clearance as on now number of tickets/Dockets lying pending got reduced from previous 800 plus to about 400. Efforts will be made to further reduce the same.

g.                    Shortage of Executives at ITPC: GM ITPC told about acute shortage of Executives at ITPC, as presently they are having only about 40 executive posted, whereas requirement is of about 80, In Hyderabad they are having about 100 executives posted.

h.                   Difficulty and delay in  changing Broadband ports/DSLAM etc: Association discussed Problems being faced by our Broadband team in dealing with complaints of excessive billing, incorrect billing, Password Reset, Changing Port, Disconnection & Reconnection activities in detail.  GM ITPC &DGM ITPC noted all this & told that system will be made to complete these tasks more promptly and accurately.

i.                     DNP numbers getting booked through 198: henceforth care will be made that from IVRS itself customer should get announcement regarding his status of non payment and fault will not be booked under DNP status.

j.                     Association also discussed in detail about problems of according/changing category/20% concessional Plan of Broadband usage to BSNL/MTNL employees, Training to ITPC executives, Problems related with PMS activities, delay in Reconnection, problems related with Area Diversion, Complaint not getting booked whereas Customer gets complaint Number etc. 

 Meeting lasted for more than 3 Hours, SNEA  expressed satisfaction over working of ITPC senior officers specially CGM ITPC Hon’ble  Shri Tapan Kumar Sen, GM ITPC Shri V.Balasubramanyamji  and DGM ITPC Shri P.Vara Prasad, as all the senior officers were found totally committed and intelligent enough to go up to the depth of problems.

Association will keep watch on all the developments related with CDR activities and its implementation. We really appreciate the efforts being taken by senior officers of ITPC despite acute shortage of experienced hands and wish them great success in resolving above issues at earliest to enable BSNL to achieve great heights.

 

26/11/10:THREE DAYS STRIKE FROM 1ST TO 3RD DECEMBER 2010: Joint forum meeting of Pune was held yesterday and all the leaders unanimously decided follow to the 3days strike notice issued by JAC Chq. Accordingly, the strike will start form 1st Dec 2010 form 0600 hrs and end on 3rd Dec 2010 at 1800 hrs. 24/11/10:PP CASE OF NEW JTO’S: The association has strongly pleaded the case with the circle office today in view of clarification received from the circle office (copy enclosed).we can very well see that the clarification issued by circle office is for the order dated 5th march 09 and circle office has completely ignored the clarification issued by corporate office dated 31 march 09, which clearly mentions to give personal pay.  Without looking into the details of the clarification our Chief Accounts Officer has out rightly rejected the claim of our newly joined JTO’s, who are drawing salary less by Rs. 4000- 4500/-. We are constantly pursuing the case of addition of Personal pay in the salary drawn by new JTO’s.  Our joint secretary (circle office) Com. V. J. Bhandirge met senior officer of accounts wing and Mr. Adiga, AGM staff, circle office and explained them in details about the case. Now it has agreed to issue the revised clarification in 2-3 days time. Meanwhile association will also pursue the case with GM(F), Pune, who is on tour and will probably join next Monday. JAC meeting: JAC leaders met at New Delhi on 22.11.2010 and reviewed the preparations for 3 days strike from 01st December to 03rd December, 2010. GSs of all the JAC constituents are present in the meeting. GS / NFTE(BSNL) presided over the meeting. JAC also reviewed the parliament March on 15th November, 10. JAC taken the following decisions.

1. 3 days strike will be from 0600 AM on 01st December to 0600 AM on 04th December, 2010

2. JAC leaders at Circle and SSA level should meet immediately and make joint campaign for the success of the strike

3. Organise demonstrations at Circle / SSA HQs and all other major centres on 29.11.2010

VAS SERVICES STILL A PROBLEM: Though DGM VAS, Pune has issued a letter mentioning the shortage of staff in attending the complaints from the CSC’s Click for letter>>> but we still maintain that since the proper system redress is not in place to attend the complaints, there is no alternative left with the CSC, then to call the VAS staff, for prompt attendance. Since many problems remain unattended and the customers are forcing the CSC to give the nos of the correct persons to get their complaints attended. Will the DGM VAS explain why the new level “75” did not get the service like ring tone registration thro’ website, which till date shows error message” you are not a valid BSNL customer”. We have been constantly stressing on the proper mechanism of faults and complaints attendance of mobile customers.

 

18/11/10:EXECUTIVE BODY MEETING: It is hereby notified that the executive body meeting of the association will be held on Monday, 22 Nov 10 at 5.30 pm at conference hall, Satara Road, Pune. All the executives are requested to attend the meeting well  in time to discuss on the important issues.

PROVIDE ACCURATE DATA FOR CDR: It is understood by the association that most of the data received from the field units is still incorrect and seen that many executives have send the dummy data. Dear comrades, this will not help in the long run and they will be surely exposed once the roll over is done. Since the PGMT is also aware of this, he is consistently insisting to all to ensure the correctness of data by addressing the various meetings from time to time. Also it has been seen from the experiences of the past, where in the SSA where the CDR rolled out, many complaints arised due to incorrect data. We in Pune SSA surely would not like to be meshed up with the CDR roll out, hence let’s make all the best possible efforts to provide the clean data.  We appeal to all the executives to make all the possible efforts in providing the clean data for the CDR, which will ensure a smooth change over. Also it will reduce most of the complaints after the roll over. Any complaints arising due to incomplete data will not be entertained by the association.

Though the officials promise to resolve the problems within two days, we are very well aware that the decision making at senior level is still missing, which has created a mess. Moreover, the vendors in BSNL are more powerful and take BSNL to ride at their wish and will, whereas our senior level executives do not have any direct control over them.
