GLORIOUS HISTORICAL & HIGHLY SUCCESSFUL CEC AMRAVATI: A Glorious, Historical & highly successful 2nd CEC meeting of SNEA(I) MH was held as per schedule on 25th & 26th Sept 2010 in the beautiful A/C Auditorium of Saint Gadge baba University campus at Amravati. A Report….

First Day, 25th Sept 2010: Delegate session : CEC meet was inaugurated at 10-00 Hrs with Flag hoisting by MH Circle President Com.S.V.Bhad under tremendous & loud slogan shouting  of SNEA ZINDABAD by assembled spirited delegates, as per culture and tradition of SNEA(I) start was made with Saraswati pujan  by the dignitaries present on the dais.

 

After special Felicitation of AGS Com.A.R.Manani by CEC MH & Felicitation  of all Circle office bearers and self introduction,  CS Com.M.S.Adasul presented detailed 11 page Report for the period from 14th June 2009 to 24th Sept 2010 which was approved  by the house unanimously with thundering applause, thereafter Circle Treasurer Com.P.N.Patil submitted Treasurer’s report for the intervening period after these reports Each and every district secretary presented detailed report of his District in the given Performa, Meeting was continued upto 2100 Hrs till report of all District secretaries completed.

Initiating the Open Session AGS Com.A.R.Manani appealed Member Of Parliament, Amravati Hon’ble Shri Anandrao ji  Adsul for using his good offices and power in getting back spectrum charges paid by BSNL to Govt, making it mandatory for all Govt establishments to take service from BSNL, He also requested General Manager(HR) MH hon’ble Shri B.K.Agarwal to make a lenient view over pending request transfers in MH specially of all those who had crossed 57 years of age and are near to their retirement.

 

GM Amravati Shri C.P.Samant told that BSNL is passing through very worst period and reminded situation of Amravati which is now a loss making division,  has enough potential to achieve the targets, he told we have to decide whether we want to become part of solution or part of problem.   

Vice Chancellor of Saint Gadge baba University Amravati Dr(Miss)Kamal Singh  thanked organisers for inviting in this excellent meeting of BSNL executives, reminded that BSNL is going from a very sluggish period and appealed for working very hard to bring this company out of present scenario.

CS Com.M.S.Adasul in his usual style of speech told house that he is very much impressed by the works of MP Hon’ble Shri Anandrao ji Adsul and appealed him to get BSNL all the amount back which it paid as spectrum charges, He told that only after the entry of BSNL in  mobile field private operators has reduced call charges hence survival of BSNL is essential for customers. He appreciated the environment, campus and beautiful AVO hall upkeep and mtce and for that appreciated the strict working style of Vice Chancellor of Saint Gadge baba University Amravati Dr(Miss)Kamal Singh, He also appreciated the working style of  GM(HR) MH Circle Shri B.K.Agarwal and  thanked him for his cooperation and assistance to Association in settlement of various HR issues in the past and hoped that this will continue.

 

GM (HR) MH Circle Shri B.K.Agarwal thanked CS for inviting, Congratulated delegates, He told that transfer & posting are not the only HR issues but part of it. He assured that all grievances will be resolved in the interest of BSNL & employees. He reminded that he has to take care of HR issues of 2800 employees of BSNL MH.

 

GENERAL SECRETARY SNEA(I) COM.G.L.JOGI : A very special and memorable speech was made by GS com G.L.Jogi, who in his roaring voice and thundering speech stunned the all present in the house by presenting true picture of BSNL, in his more than one hour long speech made members aware of all recent developments which took place in BSNL in recent days and which are going to take place in coming days, He told how Indian economy survived when Global economies crashed last year because here Govt has a very important role and say in PSU functioning in the sectors of Telecom,Oil,Banking and insurance unlike USA,UK and Europe.

He reminded house in detail about useless policies of Govt to make BSNL Sick,  by quoting various examples, some of the extracts of GS Speech: 

BSNL has made a huge investment in the entire country by laying optical fibre  & other  cables without getting any returns, Now private operators are using it without paying any ADC charges, where is the commitment made by the Govt in National Telecom Policy 1999. He also explained how Indian Telegraph act was amended to favor wireless service operators and BSNL which was biggest contributor to USO Fund has been denied their due. He reminded Govt that if BSNL goes week there will be cartelization of private service operators you will not have any control on telecom sector. He straight way blamed Govt for No Tender, No equipments, No policy, No ITS issue settlement, he suggested that in this scenario only option left with the Govt is to recruit/hire 30 to 40 professionals who should be given responsibility of running the BSNL without any interference, He cited the example of Delhi metro corporation and its dashing CEO Shri Shridharan, who made Corruption free company, He gave a new slogan to all SNEA members   “There should be Zero tolerance of corruption”         

 Appealed Member Of Parliament, Hon’ble Shri Anandrao ji  Adsul for raising the issues in parliament concerning with Growth of BSNL, regarding level playing field at par with private operators, Refund of 3 G Spectrum & BWA charges, continuation of payment of ADC charges to BSNL as was committed, Tender for purchase of equipment etc. He told categorically to all the leaders/office bearers of all unions/Associations to  unite, strengthen JAC, forget about internal differences, motivate subordinates and concentrate only on Growth and development of BSNL otherwise it will be seen as failure of leadership,Failure of trade unionisam, he cited with example of Australian Telecom unions who how at the time of privatization of department first went on to re capture lost market share of 10% then only they went for their wage negotiations.

 Member Of Parliament, Amravati Hon’ble Shri Anandrao ji  Adsul: Appreciated Speech of GS Com.G.L.Jogi and assured that definitely he is going to raise many of these issues on the floor of Parliament, He briefed house about his involvement with various unions/Associations and told that he leads 30 unions many of which are in Banking,Insurance,Railway etc. last year he has asked more than 1600 Questions in Parliament. He told that it is unfortunate that now corruption starts from top i.e High level to low level, He desired that people like Mr.Jogi are required in parliament to speak effectively, assured full and total support in making BSNL stronger.     

After the speech of Hon’ble MP, GS Com.G.L.Jogi again spoke on further issues like scandal of allocation of 2G spectrum, Scandal made by M/S Unitech who after purchasing the spectrum in 1670 crores sold to Telenor on 70,000/ Crores, This huge amount otherwise could have been come to Govt. But Govt instead of correcting one scandal are entering into another scandal. Earlier Reliance made a huge fraud by violating all Govt Policies and because of that they got big strategic advantage. He demanded that Govt Should not allow the rules to relax for merger etc.

Circle President Com.S.V.Bhad in his brief speech told that everybody is concerned and cautious about our future, Everybody wants to make BSNL grow further, He appreciated DS report in CEC on yesterday, appealed to strengthen JAC at District level.

In the end President Amravati submitted vote of thanks.

 

FILLING OF VACANT POST OF CWC MEMBER FROM MH: Com.S.P.Sonavane, CEC member of Pune unanimously elected as CWC member from MH, (as because of a vacancy caused after the election of Com.A.R.Manani as AGS at SNEA(I) CHQ).

Address by AGS Com.A.R.Manani & GS Com.G.L.Jogi : In the evening delegate seesion was further addressed by AGS Com.A.R.Manani and GS Com.G.L.Jogi, therafter there was an interactive session in which members raised various types of queries, satisfactory reply of which was given by GS.

NEXT CIRCLE CONFERENCE OF SNEA(I) MH: Nanded and Gadchiroli SSA showed interest in conduction of next Circle conference of SNEA(I) MH, which is due after Feb 2011. 

 

Passing of Resolutions: CEC Amravati passed various important resolutions, prominent among them are:   

  1. There should be Zero tolerance of corruption

  2. CDR should not be implemented to any of SSA before sorting out earlier grievances.

  3. TCS should be penalized for not acting promptly.

  4. United Forum to be continued but it has to be reorganized.

  5. Only Development issues are to be raised through JAC at each SSA level.

  6. Management meetings should be held every quarterly instead of monthly.

  7. Amravati Comrades appreciated for excellent arrangement of CEC.

23/09/10:CEC AT AMRAVATI: According to the circular issued by the circle secretary, and as per eligibility, the DS and CEC member and Jt. CURTAILMENT ON EXPENDITURE: GM Finance, Pune has issued a circular regarding curtailment of expenditure due to financial constraints. Accordingly 20% cut on fuel expenditure on departmental vehicle and 10% on cut on diesel on engine alternators will be made. 13/09/10:KIND ATTENTION ALL DR JTO’S - THIS IS HOW THE ISSUE NEEDS TO BE TAKEN UP WITH MANAGEMENT: The SNEA (I) General Secretary Com. G. L. Jogi, has taken up the issue of DR JTO’s for immediate resolution of standard E2 & E3 pay scales for JTOs and SDEs and also for placing the JTOs of 2007 & 2008 batches in pre-revised IDA scales of 9850-250-14600 till standard E2 & E3 pay scales are finalized. Assn also has urged upon the BSNL Management to look at other issues of faster career growth for JTOs and SDEs. FR 35 CLARIFICATIONS & REVISION OF PAY: BSNL Corporate office has decided to revise the ceiling of pay under FR 35 for pay fixation on Officiating promotion, now it will be 12.5 % of basic pay, maximum of Rupees 2000/- for all employees having revised basic pay more than of Rupees 24900/- per month and 15% of basic pay, maximum of Rupees 2000/- for all employees having revised basic pay less than of Rupees 24900/- per month. 07/09/10:STRIKE 100% SUCCESSFUL: The strike was 100% successful as most of the unions and associations participated in today’s strike call given by the CPSU’s nationwide. The services were paralyzed as most of the officials participated in the strike and even the doors of the most of the offices were not opened today. All the leaders held the gate meetings at Satara road office, Bajirao road office, MHS building and CTO compound. The officials also participated in the morcha organized by the CPSU trade unions at the district collector’s office. The leaders Com. Vivek Wankhede, DS SNEA (I), Com. Nagesh Nalawade, DS BSNLEU, Com. Dilip Jagdale, DS NFTE and all the constituents unions addressed the gate meetings. The leaders urged all the members to remain vigilant and fight stop corruptions and anti BSNL activities. They explained the anti employees policies being adopted by the management, which needs to be opposed. The meetings were massively attended by the officials. Also reports from the RTTC, Baramati and many rural divisions came in, who has fully participated in the strike.

We congratulate and thanks all the constituent unions and associations for their active involvement in making today’s strike 100% successful.

 

STRIKE ON 7TH SEPT 10: Dear comrades, as per the CHQ call, we are fully and aggressively participating in the strike on 7th September 10, to register our strongest disapproval and condemnation of the policies of the central government to destabilize the CPSU’s in general and BSNL in particular.

In a meeting of Joint Forum leaders, held today, at the recreation club, Satara road, Pune, unanimously decided to go ahead with the call. Accordingly, all the members of urban units are hereby instructed to stand outside of their respective office gates and ensure that nobody enters the office premises. At 12.00 pm, a Morcha is organized by the CPSU trade unions to district collector office, Pune. All the members will park their vehicles at CTO compound and join this Morcha at 12.30 pm. All the rural units will stay outside their respective units.  

We are committed to make this strike successful…….hence each and every member will fully and enthusiastically participate in this strike. In case of any difficulty, the leaders of joint forum can be contacted. All the office bearers of SNEA (I), Pune are directed to campaign in their respective areas and reports/ feedbacks to be sent to DS.

 

06/09/10:Why do we need to participate and make the strike on  7th Sept,10 called by the Central trade unions a total success – what are the issues? 

Not having been influenced by political considerations of any kind at any point of time, this Association, having all along maintained apolitical line of thinking, is constrained to jump into the strike called by Central trade unions on 7th Sept, 10 for more reasons than one. 

Fundamental reason that we all have to recognize and accept is that this government is hell bent upon destroying the very foundations of CPSUs of which BSNL is an important national institution. The policies of the government of late do not leave anyone in any doubt that the government in order to bridge its huge fiscal deficit is determined to play havoc with CPSUs by offloading its equity in strategic CPSUs, core of Indian economy. Besides, the government is also pursuing policies to destabilize CPSUs to eventually privatize them. In this context, let us have a close and critical analysis of how the policies of the government have brought BSNL to a brink of disaster. 

A) Abolition of ADC: The commitment made by the government that BSNL would be adequately compensated through ADC by private operators for making huge investments to develop wide spread country wide telecom infrastructure in the remotest parts of the Country from which it has been getting negligible returns has not been fulfilled by abolishing this regime and giving huge benefits to private operators by allowing them to fully exploit this infrastructure at the cost of incredibly huge investments made by BSNL without any returns. 

B) Charging of penal interest on the notional loan given by Govt. to BSNL at the time of Corporatization: Government has imposed and realized penal interest from BSNL on notional loan of about Rs 6000 crores that it gave to BSNL at the time of Corporatization in the year 2000 to start its operations. The interest that government realized from BSNL is quite huge compared to what the banks would have charged from BSNL had it taken capital loan from them. 

C) Non payment of USO fund: BSNL is being consistently denied its legitimate share of USO funds. BSNL is highest contributor towards this fund which is now being distributed to private operators by amending the provisions of the Indian telegraph act. Government at the moment has about Rs 20,000 crores from USO fund out of which more than 15,000 crores are contributed by BSNL. This fund basically meant for growth of landline services is being lavishly distributed to the private operators to allow them flourish in mobile segment for which the fund was never meant by amending the Indian telegraph act. 

D) Paralyzing the growth of BSNL by scrapping tender for procurement of 45.5 m mobile lines in year 2007: BSNL which was running parallel to Airtel in mobile segment till 2006-07 started crumbling when its crucial tender for procurement of 45.5 m mobile lines was scrapped for no reasons. This was the beginning of losing of its market share due to non availability of equipment in potential Circles for more than three years and it never recovered the ground. Today, it has a market share of about less than 12% in wireless segment due to scrapping of the tender in year 2007. In fact, scrapping of the tender was the beginning of the grave for BSNL. Even today, BSNL has virtually no tender on which it can place orders for procurement of GSM equipment. 

E) Exhausting the reserves of BSNL by arbitrarily charging Rs 18,000 crores as 3G and BWA spectrum charges from it in complete violation of the provisions of NTP 1999: Provisions of NTP 1999 which clearly envisage that BSNL pay a nominal spectrum fees for entering 2G/3G/BWA segment were completely violated by forcing BSNL to pay highest bid charges for 3G/BWA spectrum and that too without giving it an opportunity to participate in the bidding process that was open to private operators. While private operators were given unbridled freedom to bid for Circles of their commercial choice, BSNL was strangulated by forcing it to pay Rs 18000 crores for highest pan India bid for 3G/BWA spectrum. This shameful act of government is nothing but to exhaust resources of BSNL to fill its coffers to reduce fiscal deficit regardless of how it impacts the reserves and growth of BSNL. 

F) Out rightly rejecting innovative reforms of Pitroda panel relating to equipment procurement and induction of new management structure for revival of BSNL: Not only have radical reforms of Pitroda panel for revival of BSNL been thrown to the dustbin by the government and the bureaucracy, but bureaucracy has finally succeeded in framing and finalizing the eligibility criterion for selection of CMD/BSNL in such a manner that gives a great scope for induction of a bureaucrat, even a retired one, to preside over the destiny of BSNL in such a precarious situation. Government has made a mockery of the efforts of Hon’ble PM to revive BSNL by consigning to flames the innovative reforms of the Pitroda panel constituted by Hon’ble PM that would have considerably helped in turning around BSNL. Bureaucracy is fast digging the grave of BSNL by framing such eligibility conditions for selection of CMD/BSNL. 

 G) Non resolution of crucial issue of ITS absorption: Non resolution of this vital issue deliberately by the government for the last more than five years has adversely affected the growth of BSNL. Government even today is not at all serious and interested to address this core and fundamental issue of growth of BSNL. On one pretext or the other, the issue is being dragged on for the last five years and today a situation has been created where ITS enjoying everything best of both the Govt. and BSNL has naturally no interest to get absorbed. This situation is created by indecisiveness and lack of will on part of the Government.             

H) Serious discrimination met out by DOT to BSNL while implementing telecom policies: While total freedom was given to private operators to procure GSM equipment from Chinese vendors at cheap rates, BSNL was deliberately restrained by DOT to procure equipment from Chinese vendors in the so called name of National security thus badly impacting the procurement process of BSNL and giving huge business advantage to private operators. It is only very recently when this Association strongly condemned this discriminatory attitude of DOT towards BSNL that this blatant discrimination is waived off. 

I) Unpardonable discrimination met out to BSNL by DOT in the matter of calculation of AGR and payment of license fees on spectrum: While huge concessions based on the judgments of TDSAT were doled out to one private operator after another by DOT to pay license fees on AGR excluding revenues earned from nine telecom activities and payment of license fess on spectrum at reduced rates, BSNL is even today being forced to pay license fees on higher AGR(inclusive of revenues earned from non telecom activities) and higher license fees on spectrum, thus deliberately depleting its replete resources. DOT has made complete mockery of level playing field. 

What else does the government need to do to completely finish the very existence of BSNL. Policies of the government have taken BSNL to a point of complete collapse and disaster. Only the policies of the government, if we carefully analyze, are instrumental in near total destabilization of BSNL. Since the strike call given by Central trade unions in addition to other demands also condemns the policies of the government to destabilize CPSUs/PSUs to eventually privatize them, of which BSNL is a glaring example, SNEA(I) cannot obviously be a mute spectator in not participating in condemnation of the govt. policies to destabilize CPSUs. That is the core issue. We are not at all going into the debate of whether the strike has political connotations or not. What we know that policies of government which have wrecked BSNL need to be vociferously and unequivocally condemned and since the strike call is given by all Central trade unions cutting across party affiliations, there is absolutely no justification in labeling the strike as politically motivated one. That is irrelevant and absurd as far as issues are concerned. Besides, Central trade unions are also raising a very significant demand of introducing a much more improvised and secure pensioners scheme for employees of Central govt., including CPSUs, inducted after 1995. 

Thus, Comrades, CHQ of SNEA(I) calls upon each and every Comrade in every nook and corner of the Country to AGGRESSIVELY AND  FULLY participate in the strike on 7th Sept, 10 to register their strongest disapproval and condemnation of the policies of the Central government to destabilize CPSUs in general and BSNL in particular. 04/09/10:GS SNEA(I) ADDRESSES SPECIAL MEETING AT PUNE: On a very short notice we organized a special meeting of SNEA Pune office bearers and the circle office bearers, by sensing the opportunity of presence of GS Com. G. L. Jogi at Pune. The meeting was organized at the conference hall of Bajirao road Exchange on 3rd Sept 2010. GS and other Circle office bearers were felicitated by SNEA (I) Pune. Gathering was addressed by many of prominent Association office bearers including:

1) GS Com.G.L.Jogi,

2) AGS Com.A.R.Manani

3) Circle President Com.S.V.Bhad.

4) ACS Com.V.B.Kokate

5) DS Pune Com.V.M.Wankhede

Meeting was attended by CWC member Com.P.J.Doshi, Jt.Secretary South Com.G.S.Patne CEC member from Pune Com.S.P.Sonavane,CEC member from Nashik Com.A.R.Akhade,DS Nashik Com.M.B.Sangale,DS Ahmednagar Com.Pawar, DS Solapur Com.B.N.Kore, District President Nashik Com.S.A.Bhadane,ADS Pune Com.Mahanand Gaikwad, Treasurer Pune District Com.V.J.Vhanmane, GS Com.G.L.Jogi narrated the journey of association from  JETA,JTOA(I),TEOA(I),to SNEA(I) and put light on achievements of Association, He also appealed DR JTOS to join SNEA en mass and lead this organization, he told them that SNEA is their house, he reminded them that SNEA is the basic home of JTOs, later in the interactive open session GS replied to various queries and questions/doubts of members on the issues like, EPF statements, EPF records, DPC from JTO to SDE,SDE seniority list disputes, individual transfer cases, promotions in the Civil & Electrical wing, LDCE for TES Group-B, Status of various court cases etc.

We sincerely appreciate the efforts taken by the entire team of SNEA, Pune especially to name Com. G. I. Tamboli, Com. S. P. Sonawane, Com. Mahanand Gaikwad, Com. Bharat Sonawane, Com. V. J. Vhanmane and Com. R. S. Dalvi, who made all the efforts to make the JAC and meeting successful.

 

04/09/10:GRAND JAC CONVENTION HELD AT PUNE:  A well attended, Grand JAC convention was held on yesterday at Jawaharlal Nehru Memorial Auditorium, Inside Police Commissioner Office, Camp, Pune. Huge gathering of more than 700 BSNL executives and Non-Executives was addressed by many of prominent Union and Association leaders of BSNLEU,SNEA(I),AIBSNLEA,NFTE,BMS affiliated Union. General Secretary of BSNLEU Com.P.Abhimanu put light on the present situation of BSNL with his own style of adding small jokes and stories, He appealed each and every one to concentrate on their individual work and told very clearly that union will not support any one who is not working, He also told house that Govt is planning to reduce the staff strength by One lakh, No bonus for this year as BSNL is in loss,he appealed for fully participation of all members in the one day strike of 7th Sept 2010 General Secretary of SNEA(I) Com.G.L.Jogi in his roaring voice delivered entire memorable and eye opening speech in Hindi, Com.Jogi in his more than one and half hour non stop speech covered all the current burning issues and problems being faced by BSNL. He stunned entire house who listened him with pin drop silence by saying that on 6th of Sept all recognized unions/associations have to give their view point over retrenchment of one lakh employees, Disinvestment upto the extent of 30%, unbundling of last mile of copper, etc. BSNL Board has to submit the same on 9th Sept to DOT. He appealed  all to take active part in the All PSU strike proposed on 7th Sept 2010. Jt.Secretary AIBSNLEA Com.C.M.Saste in the absence of GS of his association put light on various policies of Govt like procurement of material, Tenders etc which are anti BSNL. In the beginning DS SNEA(I) Pune Com.V.M.Wankhede welcomed all the leaders and participants.

Large number of SNEA(I) office bearers and  members from Pune,Mumbai, Satara,Solapur,Ahmednagar and Raigad participated in convention.

 

02/09/10:JAC NATIONAL CONVENTION IN PUNE: On 3rd September 10, the joint action committee’s (JAC) national convention will be held at “Nehru Memorial Hall, Ambedkar Road, Pune” form 10 am to 1 pm. The national leaders of the all the recognized associations and unions will address the gathering. The theme of the programme is “SAVE BSNL”. Our beloved General Secretary Com. G. L. Jogi has already arrived in Pune for this convention. A thorough discussion on the health of BSNL will be discussed, which is concern for all the working employees (executives and non executives) of BSNL. Hence all the members of SNEA and all the working employees in BSNL are invited to attend this function and to hear the national leaders, who will explain, the company’s status in great details. So don’t miss the opportunity.

For the information of all the members who are coming from other SSA should note that the venue is 1.5 KMs away from Pune station. The hired auto rickshaw will charge Rs. 20 to 25 form Pune station. STAFF STRENGTH AS ON 1ST SEPT 10: As usual, the circle office has issued the letter on  staff strength posted in each SSA as per the justification. One has to carefully see the letter wherein the justified strength criteria is only applied to DE, SDE and JTO’s working in TD’s only whereas there is no justification for the posting in the cadre of PGM, GM DGM’s and even for the cadre of TTA’s. Whereas there are no sanctioned post in mobile wing but only justified posts. Will the circle admin clarify why there is such ambiguity???? Click for letter>>>
