16/05/2011:POLICY ON PROVISION OF BROADBAND CONNECTION TO BSNL EMPLOYEE: The corporate office has issued the modification on provision of broadband connection to the BSNL employees below the JAG level. SNEA MEMBER RECOVERS 7.8 LAKH RUPEES FROM MSEDCL: We are proud to announce and appreciate the efforts of our die hard SNEA (I) member Com. B.N. Bhor, SDE, BTS maintenance Chinchwad, who has made brilliant efforts to recover the arrears of Rs. 788645/- from the MSEDCL. The arrears were due with MSEDCL after the revision of tariff from commercial to industrial, thus helped BSNL in paying additional charges in these days of financial crisis. CHQ NEWS:

 

PAY ANOMALY OF JTO 2007 & 2008 BATCHES AND PAY SCALE OF JTOS, SDES AND EQUIVALENT CADRES --- ASSN MAKES FINAL SUBMISSION TO THE COMMITTEE DEMANDING:

a) Standard pay scales of E2 and E3 for JTO, SDE and equivalent cadres.

b) The up gradation of pay scales of Sr SDE, DE, DGM and SG/JAG to E4, E5, E6 and E7 may be considered when pension contribution issue is resolved by the Govt as there will be no other financial implications in extending E4 to E7 pay scales.

c) Till the revised pay scale of E2 and E3 is approved, the affected JTOs/SDEs may be placed provisionally in E2 and E3 scales or in the pre-revised scale of Rs. 9850-250-14600. 

 The main justification for standard pay scales of E2 and E3 are:

a) Placing the JTOs, SDEs and equivalent cadres in a lower scale of E1 and E2 than the pay scale of E1A and E2A in which they are recruited is illegal and tantamount to demotion of the cadre.                      

b) In MTNL, standard pay scales E2, E3, E4, E5, E6, E7 etc are implemented. 2nd PRC recommended higher pay scales for BSNL and lower pay scale for MTNL. On implementation, BSNL has given lower pay scale and MTNL given higher pay scales completely against the recommendations of the 2nd PRC. The financial condition of MTNL on 01.01.2007 and as on today is much worse than that of BSNL.

c) The minimum basic pay fixed as per 2nd PRC recommendation for JTO and equivalent cadres with fitment is Rs 21,620/-. The minimum of standard E2 pay scale ie Rs.20,600 currently demanded by us for JTO cadre is less than the pay fixed as per 2nd PRC by Rs 1,020/-. 

d) DOT has rejected the revised E1A and E2A pay scales of JTOs, SDEs and equivalent cadres being non standard pay scales.         <<letter>>  Assn will be meeting the Chairman and other committee members for further discussions in this regard.
