Sinister game plan of ITS controlled BSNL management is unmasked.
The said proposal of the BSNL Management suggests the following,
1. ITS officers on technical resignation get full govt. pension & all other retirement benefits.
2. Get full salary in the form of pay protection on their so called fabricated diabolical recruitment in BSNL including for the service rendered in DOT.
3. Maintain their UPSC seniority even after resignation from DOT and fresh recruitment in BSNL.
The operative operation of the letter no. 400-146 / 2011-Pers-I(Pt.) dated 24/11/11written by DIR(HR) to Joint Secretary (T) states.“It is proposed that on completion of selection / recruitment process initiated by BSNL, Seniority of ITS officers joining on immediate absorption basis may be decided as per the common seniority list(Unabsorbed ITS officers viz absorbed officers) prevailing on the date of appointment.”
History is yet again created: Our young and highly qualified and talented Comrades of AIGETOA recruited in BSNL who are the worst sufferers and victims of unprecedented discrimination and prejudice of ITS controlled BSNL management have decided on our humble request to join the ongoing struggle to oppose tooth and nail sinister arrangement being worked out by BSNL management to recruit MTs, DGMs, GMs and CGMs from outside and in the process completely kill meagre virtually non -existent career growth of principal stake holders of the Company. What a contrast in approaches between the managements of private operators and BSNL- private service provider’s managements committed to the core to protect interests of their Companies whereas BSNL management guided by extraneous considerations.
Bharti Airtel, Vodafone and Idea lost no time in threatening Hon’ble Prime Minister that in case they are not permitted to continue with blatant breach of policy by selling 3G services without 3G spectrum, they should be refunded 3G spectrum charges. This is sheer blackmail by these operators knowing fully well that the government is faced with a huge fiscal deficit and is making all out efforts to bridge the deficit. What private operators are indulging in is not roaming which policy permits but sale of services by sharing spectrum which is forbidden by policy.
However, that is not the issue. Pertinent issue is - compare this spontaneous blackmailing of government by private operators to protect interest of their Companies to the approach of BSNL management. It took BSNL management about a year to decide to surrender obsolete BWA spectrum that it was allocated and seek refund of BWA spectrum charges amounting to Rs 8313/-crores.
Director(CM)/BSNL committed an unpardonable lapse and serious error of judgment (whether advertently or inadvertently is a big question) by accepting completely redundant BWA spectrum band and shelving out Rs 8313/- crores of public money. After such a huge lapse which should have sent him home had he acted in such an irresponsible manner in private enterprise, Director (CM) remained intransigent and defiant in summarily rejecting rational advice from almost every quarter to surrender obsolete BWA spectrum band and seek refund of BWA spectrum charges.
Director (CM) remained completely hostile and brushed aside every suggestion including from within the organization to surrender the said spectrum band. He remained unmoved for more than eight months to act until CMD/BSNL put his foot down and assertively and aggressively asked Director (CM) to fall in line and decide to surrender obsolete spectrum and seek its refund. What is interesting and relevant is the Wimax fiasco and complete paralysis of CM segment in all areas. Procurement of GSM equipment has become a nightmare because of persistent bungling and not a single tender is getting finalized for the last three to four years because of vendor considerations. One wonders in the context of hue and cry raised by private operators to allow them to continue perpetrate policy violations in 3G segment whether such Directors would ever find a place in private enterprises.
Similarly, this association had to virtually beg BSNL management for more than fifteen days to complain to DOT that BSNL’s right to offer pan India 3G services is being blatantly encroached upon by private operators by selling 3G services in areas where they do not have 3G spectrum. Let alone approaching TDSAT to challenge this breach of policy, BSNL had to be cajoled to lodge a formal complaint to DOT.
MASSIVE DAY LONG DHARNA HELD AT PUNE: The united forum of BSNL executives at Pune successfully held a massive day long dharna between 10 am to 5.30pm today in front of the o/o PGMT, New Admin bldg, Satara road, Pune. The leader of united forum has strongly advocated the immediate repatriation of ITS officers from BSNL to DOT. A lunch hour demonstration was also held from 1.30 to 2.30 pm in which the leaders of UF addressed the huge gathering. FULL DAY DHARNA ON 22 NOV 2011: As per the guidelines received from the central headquarters, the united forum of BSNL Executives will hold the day long dharna in front of the O/o PGMT, New Admin Bldg, Satara Road, Pune, from 10 hrs to 17.30 hrs. Also the Lunch hour demonstrations will be held from 1330 Hrs. This dharna will be held to protest against the decision of BSNL/MTNL management to stop the process of repatriation non-optee ITS officers ignoring DOT repatriation orders. All the members of united forum are hereby intimated to attend the full day program.
Earlier, today, the joint meeting of office bearers of both the associations was held in the Conference hall, Bajirao Road, Pune. The members univocally consented for the immediate repatriation of non optee ITS officers from BSNL and strongly advocated for the strong action such as indefinite strike call from CHQ, if the repatriation process is not started. Also the members stressed for the more such united actions from the united forum in future also. It was decided that the tomorrow’s dharna program will be massively arranged and stressed upon to be attended by all the executives of Pune SSA.

In the meeting with Dir(HRD) BSNL on 18th NOV’11, it was informed that Management Committee of BSNL has approved E1 + 5 increments for the JTOs who have joined BSNL after 1.1.2007 paving the way for settlement of pay anomaly for JTOs of 2007, 2008 batch. The proposal will be sent to BSNL Board for final approval shortly.
It is learnt that BSNL has changed the constituent members formed for framing the RRs for recruitment for DGM / GM / CGM. The new members are Shri S.K.Seth Sr. GM (ALTTC), Shri K. Tiwari GM(F) BSNLCO, Smt. Anita Johri Addl GM (Trg.) BSNLCO with Shri Narang PGM (SR) BSNLCO as chairman.

Dear comrades, please gear up and bring awareness among the members to protest illegal stand of BSNL management for partial reparation of its officers. Now everyone including ITS officers on deputation in BSNL is of the opinion that all its officers on deputation to BSNL who have not opted for BSNL should be repatriated and there are clear directions from court also. But till BSNL management and CMD BSNL are not ready for this or if ready applying delay tactics. Now it is question, how long we should allow management to play with BSNL and our bread butter. What should we be precisely doing at this crucial hour?
At the very outset, we have to understand and explain to everyone that the fundamental difference in the perception and stand of BSNL management and that of ours on ITS absorption is that while BSNL management feels ITS is indispensable, which is being fully exploited to the hilt by ITS for the last six years, in the process crippling the growth of the Company, we are more than convinced that this perception is not only utterly unfounded and based on narrow considerations but against hard ground realities.
Our stand based on hard facts and realities is that nothing is more crucial and decisive for viability of BSNL than having a management having 100% stake in the Company. Our stand is not based on prejudice or any other narrow considerations in sharp contrast to stand of BSNL management which continues to draft and firm up its stand by continuing to cultivate and nurture narrow fraternal ITS considerations. Saddest and unfortunate part is that we have to remind BSNL management through our struggle about its basic responsibilities and commitment towards the Company it is heading.
If BSNL management for a moment detaches itself from the bondages of ITS and sincerely and honestly introspects and analyzes what exactly, as custodians of Company to salvage it at this critical hour, should be its stand on ITS absorption, it would unavoidably come to inescapable and hard conclusion about the imperative and dire need of Company having a management which is an inalienable part of the Company. Correct decision and stand on ITS absorption has eluded BSNL management only because it has not traveled that extra mile in having a deeper and unbiased analysis of the whole issue in its entirety.
Adversity and crisis lead to challenges and challenges once tackled formidably, conviction and short and long term well thought about strategy and plan of action lead to viable and everlasting solutions. It is really high time and an excellent opportunity for BSNL management to draw a clear dividing line between itself and ITS and sincerely get down to the arduous task of building its own management structure by working out strategy and plan of action to tackle the emerging situation which so far it has not even remotely done.
Having said that, what is however important for us is what should we be doing at this crucial hour when responsibility on our shoulders of maintaining network, providing flawless services to users and pushing growth forward doubles. We should be giving our very best at this hour, working very very hard, in a truly exemplary and committed manner, working two to three hours every day more than we normally work, staying firm and composed.
ITS absorption issue is crucial for us exclusively from point of view of viability of BSNL - it should not be seen as an opportunity by us to get our promotions. Let us understand this fact clearly and not get distracted from our main challenge of taking this issue to its logical conclusion once for all so as to address issues of revival of BSNL.
Another equally important activity that we should be getting involved in a committed way is sustained organizational actions to force the management to enforce the decision of the government to repatriate those having opted for DOT as quickly as possible. Continuous and prolonged organizational actions in the days to come are absolutely essential to force an inertia stricken and prejudiced management to act as expeditiously as possible.
It depends on how much resolute and united we stand in this hour and force the management to act in the right direction, management will never act on its own for very obvious reasons. So let us ask ourselves how long we are going to take instead of how long management is to take to resolve this issue comprehensively and conclusively.
Finally, our just struggle is in the best interests of the Company and intransigent and irrational stand of the management is to protect interests of ITS. We will undoubtedly emerge victorious and defeat game plan of management lock, stock and barrel.

Status on ITS Absorption:
GS and GS/AIBSNLEA along with its President met concerned officers in DOT dealing with the issue of absorption and requested them to be tough on the issue and not be carried away by false opinion of BSNL management that BSNL will collapse in the event of repatriation of ITS. Further, we apprised them that no CPSU has a borrowed management structure and continuance of such a mechanism in BSNL for eleven years has pulled down BSNL to present position. Cries of Crisis, crisis, crisis by BSNL management are nothing but a deliberate strategy of BSNL management to protect ITS and allow them to continue in BSNL illegitimately. Very tough and unwavering response is needed from DOT to conclude this issue which is extremely vital for viability of BSNL.
Officers dealing with absorption indicated that government is very firm and means business in real terms. Government is not going to yield to the pressure tactics of BSNL management and will ensure that in a phased manner each and everyone not opting for BSNL will be surely repatriated.
We understand that absorption process is being implemented in a phased manner and CMD has given commitments to DOT about definite time frame in which the process will be concluded.
In the meantime, to register our strongest protest against BSNL management for its insistence on completing absorption in a phased manner, we are planning to hold a massive rally at Delhi along with our MTNL Comrades on the day orders to complete absorption in a phased manner are issued. We are determined to fight it out this time till such time each and every ITS officer not opting for BSNL is repatriated to DOT.
We appeal to our Comrades throughout the Country to be fully ready to fight this war like situation. We commit to our comrades that we will not sit back till our goal of repatriation of ITS who have been continuing illegitimately in BSNL for six years is accomplished. GS WRITES TO CMD/BSNL REGARDING SUGGESTIONS FOR FRAMING OF RECRUITMENT RULES FOR DIRECT RECRUITMENT TO DGM/GM/CGM IN CASE SUFFICIENT ITS OFFICERS ARE NOT OPTING FOR BSNL.
For the maintenance of Telecom services, BSNL requires minimum 25 HAG level officers and 200 SAG officers in Telecom operations segment. Now 3,300 absorbed STS officers, 260 JAG officers, 26 SAG officers and 5 HAG officers are working in BSNL.
Suggestions:
a) Promote the absorbed Group A officers to HAG, SAG and JAG posts as per BSNLMS R/R. This process can start immediately after the last date of absorption, ie 08th Nov: 2011. Immediate action to promote the absorbed officers will definitely encourage those willing to take absorption in BSNL to opt for BSNL.
b) Direct recruitment. route may be adopted after exploring the possibility of filling up the posts by promotion as per BSNLMS R/Rs. While finalizing direct recruitment at SAG and HAG, ITS officers having exemplary track record of performance should be given overriding priority and accordingly provisions should be incorporated in the RRs.
I. Direct recruitment at HAG level: Direct recruitment at HAG could be considered after assessing the number of officers opting to get absorbed. In case sufficient number of SAG are available, appropriate mechanism for their promotion to HAG could be worked out.
II. Direct recruitment at SAG level: In case sufficient number of SAG officers is not opting for BSNL, the absorbed JAG officers may be promoted to SAG posts, remaining SAG posts should be filled by direct recruitment from open market. Eligibility criterion for selection to SAG should be finalized in a manner that gives overriding preference to both ITS having worked in BSNL, as well as working executives with engineering degree, with outstanding past performance in BSNL.
III. Direct recruitment at JAG level: There is absolutely no need of direct recruitment at JAG since huge number of STS officers with sufficient exposure in the organization is available. Shortfall in JAG in specific areas can be easily met from amongst the huge pool of available engineering graduates absorbed in BSNL from DOT and directly recruited by BSNL.
