BSNL Management has issued a charge sheet
to com. K. Sebastin, GS SNEA, for imposing major penalty & similar
charge sheet has already been issued to Com.

These charge sheets have been issued to
both the GSs for organizing agitational programmes, for the settlement of grievances of the
employees. We strongly condemn the act BSNL Management for victimizing our
leaders.
Instead
of resolving long pending important HR issues like Pay scales Revision,
Promotions in various cadres, CPSU Cadre Hierarchy, first TBP, E1+5 increment for post 2010 batches, Pay loss to the post 2007
recruits, Superannuation benefits, E1A & E2A scales for Civil/Elect/Arch/TF
wings& PA/PS cadres etc the management simply
diverting the issue by taking actions against our leaders. Comrades, it's attack on
Trade Union movement & not on any individual. It is high time to show our
strongest unity in the larger interest of our Association as a whole.
To protest against this unethical act
of issuing charge sheets by the Management to both the General Secretaries
& not resolving the above important HR issues, it is decided to conduct Lunch Hour Protest
Demonstrations at Circle and District H/Qs on 28/8/2017.

Valiant fighters of BSNL create history of all sorts
- Heroes of Assam script new trade union chapter in BSNL- Struggle for
implementation of 3rd PRC in totality and comprehensive
resolution of other issues going to be a protracted and real bloodshed battle.
Bureaucracy has never in the past nor will now
move even an inch towards resolution of issues which are highly just and
legitimate unless it is hit and hit very hard to recognize and acknowledge the
justness of the issues and their resolution. It is only when it is hammered
deep and down through continuous and tireless struggle that bureaucracy sheds
its inertia and parochial considerations it has inherited over the ages and
which brackets it in the infamous class of “bureaucracy”. Against the
background of this decades old perception and reality, those who propagated
that bureaucracy and MOC are moving swiftly towards getting affordability
clause relaxed for implementation of 3rd PRC in BSNL in
totality from the Union Cabinet were only misleading their naive members.
Bureaucracy will not move even fraction of an inch in the direction of
resolution of issues unless it is coerced hard to move. And legitimate struggle
is the only means to coerce it since bureaucracy is completely immune and
insensitive to understanding any other mechanism, howsoever rational it may
be.
However Trade Unions, fully abreast of the hard
realities and obduracy and negativities of the bureaucracy and perverse DoT
Finance, decided to take on the bureaucracy through struggle to force it to
take cognizance of the fact that because of very formidable and unavoidable
reasons BSNL has to be got necessarily exempted from the affordability clause
from the Union Cabinet to ensure full and best implementation of 3rd PRC
in BSNL. That is why struggle is inevitable.
Meeting social obligation of telecom policies
of the Govt. since decades and incurring massive losses on account of that,
incredible narrowing down of massive losses over the last three years, emerging
as a powerful competitor to R jio despite severe constraints, exhibiting an uninterrupted and continued
exponential growth trajectory, injecting latest technologies, streamlining
procurement mechanisms, upgrading its obsolete networks and switches, entering
into potential business agreements with various institutions, putting in place
potential business mechanisms like NGN, ERP and in EB segment, virtually having
no market liabilities, and last but not the least likely to enter into profit
zone in another two years according to sound, meticulous and credible
projections made by BSNL Management are grounds strong enough for Govt. to
waive off the affordability clause and pave the way for smooth and expeditious
implementation of 3rd PRC in totality.
Sensing the grave danger of the affordability
clause which has knocked out BSNL employees from all the benefits of 3rd PRC,
our agitation in the first phase was to sensitise and apprise the BSNL
management and the Government regarding deadly and unacceptable consequences of
non
implementation of 3rd PRC in BSNL because of
affordability clause.
Realising the dangerous consequences, BSNL
Management swung into action very fast and tried to convince the DOT to get the
affordability clause for BSNL employees relaxed from the Government. BSNL even
assured DoT that the additional expenditure will be adequately met through
internal resource generation. But the thick
skinned bureaucrats in DoT contemptuously turned down the BSNL proposal stating
it as unrealistic imagination, non
implementable etc .
This was quite expected. But a particular Association
completely misled its members by conveying that BSNL is positive, DoT is
positive and Minister is positive, and everything is cosy, fully aware of what
is happening in DoT. By doing so they betrayed the trust that their members
have reposed in its leadership and played with their sentiments, their future.
It is time for their members to introspect.
3rd PRC is for the next 10
years. This will be the last Pay Revision for almost 70% of BSNL employees and
for the remaining 30%, its full implementation is even more significant for the next wage
revision. The 30% Superannuation benefits and pension revision are fully linked
with Pay Revision and resolution of these issues is as significant as pay
revision. Completely perverse and counterproductive stand of DOT vis-a-vis proposal
of BSNL forced the employees, cutting across their respective platforms, to
join the struggle. Massive participation in strike on 27th is
a very clear vindication of the fact that struggle is surely going to pick up
momentum and get intensely fierce to the extent where our beloved comrades
would have to be fully ready to shed their each drop of blood to salvage their
dignity and legitimate rights. That situation appears to be inescapable. And in
the midst of the strike, our beloved heroes of Assam scripted a new chapter in
the history of trade union movement in BSNL by courting arrest. Superb and simply ecstatic. Simply put, struggle is going to be sheer bloodshed
unless bureaucracy understands the rationale and justness of our demands and
moves towards their resolution.
Employees in general understood and recognized
the huge significance of having a united struggle to force the bureaucracy to
get the affordability clause relaxed from the Govt. in order to pave the way
for implementation of 3rd PRC including superannuation benefits
for BSNL recruits who are languishing for more than a last decade because of non existence of social
security. The decision of the JEs to participate in the strike on 27.07.2017,
ignoring their Central leadership’s political and well calibrated decision to
sabotage the strike by withdrawing from the strike at the last moment, is a
clear indication of how crucial and uncompromising full implementation of 3rd PRC
is for all the employees, irrespective of their affiliations.
Ruthless, atrocious and unwarranted trampling
over of legitimate trade union activities by the BSNL Management has to be
defeated lock, stock and barrel. BSNL Management has to understand that such
repressive measures have never worked and are not going to deliver any results.
Instead, Management has to get down to serious business of building a very
congenial atmosphere that would accelerate the growth momentum. Rebuilding of
trust and confidence is vital and management has to take first step in this
direction for obvious reasons.
Having said that, it has to be honest, painstaking
and sincere effort of one and all to come back together on a single platform
and launch what is going to be a glorious struggle to safeguard legitimate
interests of workers. To accomplish this goal, we are leaving no stone unturned
to implore everyone, particularly NFTE to join in the coming phase of struggle
which is going to be crucial, challenging and very, very tough - we have to be
fully ready for kind of any sacrifice.

Various complaints have been received
regarding the problems faced in ADSL Modems of type SYRMA, Super Net, Teracom
and iBall.
Complaints were received that
192.168.1.1 URL being used for configuring Modem was also not accessible.
The following has to be carried out to
resolve the issue.
1. Give hard reset to Modems.
2. Change the password to access the
modem(admin password to be changed)
3. Reconfigure Broadband username and
password.
4. Activate ACL button.
5. Disable UPnP , Disable CWMP (if
available)
6. Confire Wi Fi username and password
wherever required.
7. Save and restart Modem.
Field units are requested to ensure that
the instructions must invariably be carried out wherever such problems have
been noticed.

DAY STRIKE ON 27.07.2017

As part of
mobilization, make door to door campaign and reach out to all the employees.
Management is positive for PRC but DoT is adamant and not in a mood to give Pay
Revision at all. This is evident from the fact that BSNL proposal for
relaxation of affordability clause was not accepted by DoT. The BSNL suggestion
to meet the additional expenditure of Rs 2800 by internal
resources is simply brushed aside by the bureaucrats in DoT terming it as
unrealistic. Even DoT does not care to respond to DPE on the draft cabinet
memo. Finally Cabinet approved the 3rd PRC recommendation without
much change, according to sources.
This may be the last
PRC for almost 75% of BSNL employees. For others also it is equally important.
The pay, pension revision and 30% superannuation benefits are linked with PRC.
When BSNL was
profitable during 2nd PRC, we were compelled to go for strike for
78.2%, pension revision, 30% superannuation etc. So, in the present situation
one can understand how much struggle and agitation is required for 3rd
PRC implementation. One Assn, afraid of struggle,
is simply befooling the Executives by stating that everything is fine and 3rd
PRC will come as it is for BSNL. This shows their weakness to fight for
the rights, for the Executives. They participated in the meeting of the Unions
and Assns, presided over the
meeting, taken a unanimous decision in the meeting to go for agitation and
signed the minutes of the meeting as President of the meeting. But
betrayed the employees, the very next day by not joining the strike, publically
telling other GSs that he is afraid of vindictive actions. Don’t believe in the rumor spread by such
sections. Even CMD, BSNL acknowledged the difficult situation we had and the
difficulty in convincing DoT. In the case of Central Govt employees, three
senior Union Cabinet Ministers assured all the Unions that their demand for
perks and allowances will be positively considered by the Govt and persuaded them to
withdraw the strike. What happened to the commitments of the senior Union
Ministers afterwards is known to everybody and become history. While
acknowledging the positive stand of BSNL management, we have to be aware about
their limitations before the indifferent DoT /Govt.
Side by side it is the
responsibility of each and every employee to protect the Trade Union rights.
Management is turning to the Govt line, leaving aside
its authority and independence to weaken the Trade Unions by suppressing their
rights by vindictive actions.
The success of the
strike on 27.07.17 should be a clear message to all, the Govt and the political
establishment. 3rd PRC will be implemented only through the
political intervention, minimum at the level of MoSC.
Comrades, the battle
for 3rd PRC just started and the One day Strike on 27.07.2017 is the
beginning. We have miles to go. Gear up for the biggest battle which BSNL never
witnessed so far. Ultimate victory will be ours.
